Book excerpt: Although the Genocide Convention was already adopted by the UN General Assembly in 1945, it was only in the late 1990s that groups of activists emerged calling for military interventions to halt mass atrocities. The question of who these anti-genocide activists are and what motivates them to call for the use of violence to end violence is undoubtedly worthy of exploration. Based on extensive field research, Anti-genocide Activists and the Responsibility to Protect analyses the ideological convictions that motivate two groups of anti-genocide activists: East Timor solidarity activists and Responsibility to Protect (R2P)-advocates. The book argues that there is an existential undercurrent to the call for mass atrocity interventions; that mass atrocities shock the activists’ belief in a humanity that they hold to be sacred. The book argues that the ensuing rise of anti-genocide activism signals a shift in humanitarian sensibilities to human suffering and violence which may have substantial implications for moral judgements on human lives at peril in the humanitarian and human rights community. This book provides a fascinating insight into the worldviews of activists which will be of interest to practitioners and researchers of human rights activism, humanitarian advocacy and peace building.

Securing the state entails projecting a legitimate identity in the international community to protect and guarantee political recognition of sovereign status, an imperative that gives rise to Timor-Leste’s aspirational foreign policy. The occupation, which lasted 24 years, was immediately resisted through guerrilla warfare and clandestine resistance. A continuum of effort between the armed freedom fighters in the mountains, the resilience of urban supporters, and international activism and support eventually brought about liberation in September 1999. Given that the Timor rebels did not have a land border with a friendly state, had no external supplier of weapons and no liberated area in which to recover between guerrilla operations, their successful resistance is unique in the history of guerrilla warfare and independence struggles. Equally uncommon was an unexpected weapon in the struggle -- a remarkable display of strategic non-violent action. This is the first study to integrate all the major factors in East Timor's independence struggle. The multi-dimensional perspectives addressed in this volume include Indonesian, US and Australian diplomacy; Indonesian military operations and activities against the populace; East Timorese resistance at all social levels; human rights abuses; the issue of oil; and international diplomacy resulting from global solidarity activism.

Although writers have generally accepted the declaratory view as more accurate than its old rival, the judicial sources often cited to support the declaratory view do not on scrutiny do so as decisively as commonly assumed. Contemporary doctrinal preference requires explanation. Declaratory doctrine, in its apparent diminution of the role state discretion plays in recognition, is in harmony, Grant asserts, with contemporary aspirations for international law. It may seem to many writers, he believes, that international governance functions better in a conceptual framework that reduces the power of states to legislate what entities are states. Grant proceeds from this analysis of the contemporary status of the old debate to ask what questions now take center stage. In place of doctrine, Grant argues, process is the chief issue concerning recognition today. Whether to recognize unilaterally or in a collective framework; whether to acknowledge legal rules or to let recognition be controlled by political calculus—as Grant points out, such questions concern how states recognize, not the theoretical nature of recognition. This is an important analysis for scholars and researchers of international law and relations and contemporary European politics.
