Such an information infrastructure is designed, developed, and managed as a critical element in policy formulation and implementation. While various attempts have been made to map the extent of the existing cultural policy information infrastructure in the United States, no structured attempt has been made to conduct a cross-national analysis intended to draw on the more highly developed models already in operation elsewhere.A cross-national comparative look provides valuable information on how this infrastructure has evolved, on what has succeeded and what has had less success, on what is sustainable and what is not, and on how the range of interests of the various individuals and institutions involved in the cultural policy arena can best be accommodated through careful design of the information infrastructure.In Informing Cultural Policy, international cultural policy scholar and researcher J. Mark Schuster relates the findings of a study that took him from North America to Europe to gain understanding of the cultural policy information infrastructure in place abroad. His findings are structured into a taxonomy that organizes the array of research and information models operating throughout the world into a logical framework for understanding how the myriad cultural agencies collect, analyze, and disseminate cultural policy data. Schuster discusses private- and public-sector models, including research divisions of government cultural funding agencies, national statistics agencies, independent nonprofit research institutes, government-designated university-based research centers, private consulting firms, cultural "observatories," non-institutional networks, research programs, and publications. For each case study undertaken, the author provides the Internet address, names, and information for key contacts, and background documents consulted.

Dans le contexte de transformation des Etats-providence, qui a cours depuis les années 1980, ces débats se sont intensifiés et ont pris une dimension politique fondamentale. Vecteurs de privatisation et de démantèlement des services publics pour les uns, acteurs importants du tiers secteur - aux côtés des secteurs public et privé - participant au renouvellement des pratiques et des politiques sociales pour les autres, leur évolution s'inscrit au cœur même des grands enjeux sociétaux qui traversent nos sociétés. Pourtant, la lecture qui a été faite jusqu'à présent de cette évolution tend à occulter l'ampleur et la nature même des interactions dynamiques qui ont, depuis leurs débuts, marqué les rapports des organismes communautaires avec l'Etat québécois, notamment avec le ministère de la Santé et des Services sociaux. A cet égard, rien peut-être ne rend mieux compte de cette interaction dynamique de coconstruction des politiques publiques que la mise en place du Programme de soutien aux organismes communautaires (PSOC). Programme à vocation résiduelle s'adressant à moins d'une centaine d'organismes au moment de sa création en 1973, il constitue aujourd'hui le plus important programme de financement du gouvernement québécois consacré aux milieux communautaires, versant plus de 300 millions de dollars à environ 3000 organismes. S'appuyant sur un impressionnant corpus de données statistiques et documentaires ainsi que sur une quarantaine d'entrevues effectuées auprès d'acteurs des milieux gouvernementaux et communautaires, ce livre a pour ambition d'analyser l'essor des organismes communautaires - et du PSOC - à travers toutes les phases de développement de l'Etat-providence : de son émergence au début des années 1970 jusqu'à son déclin (du moins, dans sa forme traditionnelle) et sa redéfinition au cours des années 1990 et 2000. Ce faisant, l'auteur restitue à l'histoire des milieux communautaires toute sa richesse et sa densité, tout en démontrant que leur reconnaissance s'est construite à l'intersection d'intérêts parfois contradictoires, mais toujours dans le cadre d'une interaction décisive avec l'Etat que ni l'un ni l'autre des protagonistes n'a jamais réussi à maîtriser totalement.
