Book excerpt: Excerpt from Population and Economy, Mebane, North Carolina This report has been prepared by the Mebane Planning Board with the assistance of the Division of Community Planning of the Department of Conservation and Development. One in a series of reports, this study deals with a population and economy analysis of the area. Its purpose is to enumerate facts and to show growth trends which will influence the future development of Mebane. It is intended that this report provide the base upon which a comprehensive plan for Mebane's development will be built. All material used, unless otherwise noted, is taken from published and unpublished reports of the U. S. Census. A largely industrial town, one of Mebane's most valuable resources is its population and labor force. The first part of the report will analyze quantitative aspects of the past and present population of the town. The size, age, sex, and racial composition and family structure of the population will be discussed, as well as population projections for 1970, 1980, and 1985. The second section of the study concerns itself with qualitative considerations of the people such as education, income, and residential mobility. The purpose of this contract is to render technical assistance to the Town of Morehead City in developing a plan for future physi cal development of the town's planning area and subsequent zoning and subdivision regulations to control that development. The Town Planning and Zoning Board is the local body in immediate charge of developing a Land Development Plan for the Town and planning area and for making, reviewing, and recommend ing plans, and ordinances to the Town Board of Commissioners for their review and action. The Town Planning and Zoning Board mem bers meet on the second Thursday of each month and more often when the need arises. Each meeting is attended by a professional planning consultant from the n.c. Little attention has been focused, however, on the minority who successfully acquired property and conducted business during this time. In Enterprising Southerners, Robert C. Kenzer examines the characteristics of North Carolina's African-American population in order to explain the social and political factors that shaped economic opportunity for this group from the Civil War until 1915. What is surprising, Kenzer asserts, is that his research does not support lingering theories that the "heritage of slavery" adversely affected blacks' performance in the market economy. Instead, he blames economic barriers to development, such as lack of capital and poorly developed markets. This study not only provides a valuable history of one state's black population, but also paves the way for similar scholarship in other southern states.
