John Belford (d. 1845), who was married to Keziah Storm Norrington in 1823. She was born in Indiana. This was possibly the second marriage for both. They had five children born between 1824 and 1834. 2. William Belford (1789-1872) born in North Carolina. He first recorded a deed for land in 1818 just north of Golconda. He was married to Elizabeth Daniels (b. 1795), who was born in Kentucky. They had eleven children born between 1814 and 1834. 3. Benjamin Belford (1789- 1859) was born in Kentucky. He was the brother of William Belford. He married Lucinda Reeder (b. 1800) in Pope Co., in 1821. They had eight children between 1822 and 1842. 4. Mary Polly Belford b. ca. 1800, who married Samuel Simmons in 1818 in Pope County. They had one daughter, Mary (b. 1838).

The optimism with which early settlers named these towns reveals much about the history of American expansion. Though none became the next great American city, it was not for lack of ambition or entrepreneurial spirit. Why didn't a major city develop on the lower Ohio? What geographic, economic, and cultural factors caused one place to prosper and another to wither? How did Evansville become the largest and most influential city in the region? Book excerpt: A Degraded Caste of Society traces the origins of twenty-first-century cases of interracial violence to the separate and unequal protection principles of the criminal law of enslavement in the southern United States. Andrew T. Fede explains how antebellum appellate court opinions and statutes, when read in a context that includes newspaper articles and trial court and census records, extended this doctrine to the South’s free Black people, consigning them to what South Carolina justice John Belton O’Neall called “a degraded caste of society,” in which they were “in no respect, on a perfect equality with the white man.” This written law either criminalized Black insolence or privileged private white interracial violence, which became a badge of slavery that continued to influence the law in action, contrary to the Constitution’s mandate of equal protection of the criminal law. The U.S. Supreme Court enabled this denial of equal justice, as did Congress, which did not make all private white racially motivated violence a crime until 2009, when it adopted the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act. Fede’s analysis supports that law’s constitutionality under the Thirteenth Amendment, while suggesting why—during the Jim Crow era and beyond—equal protection of the criminal law was not always realized, and why the curse of interracial violence has been a lingering badge of slavery.

Born a slave in the South Carolina piedmont in 1777, Frank died a free man in 1854 in a town he had founded in western Illinois. His accomplishments, creditable for any frontiersman, were for a black man extraordinary. We first learn details of Frank's life when in 1795 his owner moved to Pulaski County, Kentucky. We know that he married Lucy, a slave on a neighboring farm, in 1799. Later he was allowed to hire out his time, and when his owner moved to Tennessee, Frank was left in charge of the Kentucky farm. During the War of 1812, he set up his own saltpeter works, an enterprise he maintained until he left Kentucky. In 1817 he purchased his wife's freedom for $800; two years later he bought his own liberty for the same price. Now free, he expanded his activities, purchasing land and dealing in livestock. With his wife and four of his children, Free Frank left Kentucky in 1830 to settle on a new frontier. In Pike County, Illinois, he purchased a farm and later, in 1836, platted and successfully promoted the town of New Philadelphia. The desire for freedom was an obvious spur to his commercial efforts. Through his lifetime of work he purchased the liberty of sixteen members of his family at a cost of nearly $14,000. Goods and services commanded a premium in the life of the frontier. Free Frank's career shows what an exceptional man, through working against great odds, could accomplish through industry, acumen, and aggressiveness. His story suggests a great deal about business activity and legal practices, as well as racial conditions, on the frontier. Juliet Walker has performed a task of historical detection in recreating the life of Free Frank from family traditions, limited personal papers, public documents, and secondary sources. In doing so, she has added a significant chapter to the history of African Americans.
