This project is partially funded by the US Department of Energy (DOE) under Round III of its Clean Coal Technology (CCT) Program under the provisions of Cooperative Agreement between DOE and Tampa Electric Company, novated on March 5,1992. The project is highlighted by the inclusion of a new hot gas cleanup system. DOE's project management is based at its Morgantown Energy Technology Center (METC) in West Virginia. This report is preliminary, and the information contained herein is subject to revision. Definitive information will be available in the final PDR, which will be published at the completion of detailed engineering.

Book excerpt: This paper presents an interesting example of compromise through comprehensive environmental analysis and intensive negotiation to build a coal-fired power plant near an environmentally sensitive area. In December 1993, the US Department of Energy (DOE) completed the final environmental impact statement (EIS) for the Healy clean Coal Project (HCCP), a proposed demonstration project that would be cost- shared by DOE and the Alaska Industrial Development and Export Authority (AIDEA). The HCCP would be built adjacent to the existing coal-fired Golden Valley Electric Association, Inc. (GVEA) Unit No. 1 in Healy, Alaska, about 4 miles north of Denali National Park and Preserve (DNPP). In response to US Department of the Interior (DOI) concerns about potential air quality related impacts on DNPP, DOE facilitated negotiations among DOE, AIDEA, and GVEA which overcame a ''stalemate'' situation. A Memorandum of Agreement was signed by all four parties, enabling DOI to withdraw its objections. The cornerstone of the Agreement is the planned retrofit of Unit No. 1 to reduce emissions of sulfur dioxide and oxides of nitrogen. If the demonstration technologies operate as expected, combined emissions from the Healy site would increase by only about 8% but electrical generation would triple. The Agreement is a ''win/win'' outcome: DOE can demonstrate the new technologies, AIDEA can build a new power plant for GVEA to operate, and DOE can safeguard the pristine environment DNPP.

Book excerpt: The Kentucky Pioneer IGCC Demonstration Project DEIS assesses the potential environmental impacts that would result from a proposed DOE action to provide cost-shared financial support for construction and operation of an electrical power station demonstrating use of a Clean Coal Technology in Clark County, Kentucky. Under the Proposed Action, DOE would provide financial assistance, through a Cooperative Agreement with Kentucky Pioneer Energy, LLC, for design, construction, and operation of a 540 megawatt demonstration power station comprised of two synthesis gas-fired combined cycle units in Clark County, Kentucky. The station would also be comprised of a British Gas Lurgi (BGL) gasifier to produce synthesis gas from a co-feed of coal and refuse-derived fuel pellets and a high temperature molten carbonate fuel cell. The facility would be powered by the synthesis gas feed. The proposed project would consist of the following major components: (1) refuse-derived fuel pellets and coal receipt and storage facilities; (2) a gasification plant; (3) sulfur removal and recovery facilities; (4) an air separation plant; (5) a high-temperature molten carbonate fuel cell; and (6) two combined cycle generation units. The IGCC facility would be built to provide needed power capacity to central and eastern Kentucky. At a minimum, 50 percent of the high sulfur coal used would be from the Kentucky region. Two No Action Alternatives are analyzed in the DEIS. Under the No Action Alternative 1, DOE would not provide cost-shared funding for construction and operation of the proposed facility and no new facility would be built. Under the No Action Alternative 2, DOE would not provide any funding and, instead of the proposed demonstration project, Kentucky Pioneer Energy, LLC, a subsidiary of Global Energy, Inc., would construct and operate, a 540 megawatt natural gas-fired power station. Evaluation of impacts on land use, socioeconomics, cultural resources, aesthetic and scenic resources, geology, air resources, water resources, ecological resources, noise, traffic and transportation, occupational and public health and safety, and environmental justice were included in the assessment.
