In this pivotal work of action and discourse analysis, Riva Kastoryano draws on extensive fieldwork--including interviews with politicians, immigrant leaders, and militants--to analyze interactions between states and immigrants in France and Germany. Making frequent comparisons to the United States, she delineates the role of states in constructing group identities and measures the impact of immigrant organization and mobilization on national identity. Kastoryano argues that states contribute directly and indirectly to the elaboration of immigrants' identity, in part by articulating the grounds on which their groups are granted legitimacy. Conversely, immigrant organizations demanding recognition often redefine national identity by reinforcing or modifying traditional sentiments. They use culture--national references in Germany and religion in France--to negotiate new political identities in ways that alter state composition and lead the state to negotiate its identity as well. Despite their different histories, Kastoryano finds that Germany, France, and the United States are converging in their policies toward immigration control and integration. All three have adopted similar tactics and made similar institutional adjustments in their efforts to reconcile differences while tending national integrity. The author builds her observations into a model of ''negotiations of identities'' useful to a broad cross-section of social scientists and policy specialists. She extends her analysis to consider how the European Union and transnational networks affect identities still negotiated at the national level. The result is a forward-thinking book that illuminates immigration from a new angle.

Although he founded no “school,” Raymond Boudon certainly made original contributions to the discipline in his own time, including his theory of rationality, his interpretation of the work of the founders of sociology, and his explanation of educational inequalities. He also presented convincing arguments about how the overly narrow utilitarianism of mainstream economists was incomplete and betrayed major theoretical gaps. It is true in any case that his thought laid the groundwork for many theoretical and empirical social studies. Through an analysis of the most important parts of this thought, each of the chapters will not merely demonstrate the scientific rigor which can be associated to his work, but also show how it remains relevant to our understanding of contemporary society and how it can hence be used for future research projects. There can be no doubt, Boudon’s thought has for various reasons undergone new assessments. Chapters of this book hence reflect a variety of points of view on how his work can be understood, criticized, and used for future research endeavors.

Are they anonymous machines or the locus of neutral service relationships? Showing how people experience state public administration, The Bureaucrat and the Poor provides a realistic view of French welfare policies, institutions and reforms and, in doing so, dispels both of these myths. Combining Lipsky's street-level bureaucracy theory with the sociology of Bourdieu and Goffman, this research analyses face-to-face encounters and demonstrates the complex relationship between welfare agents, torn between their institutional role and their personal feelings, and welfare applicants, required to translate their personal experience into bureaucratic categories. Placing these interactions within the broader context of social structures and class, race and gender, the author unveils both the social determinations of these interpersonal relationships and their social functions. Increasing numbers of welfare applicants, coupled with mass unemployment, family transformations and the so-called 'integration problem' of migrants into French society deeply affect these encounters. Staff manage tense situations with no additional resources - some become personally involved, while others stick to their bureaucratic role; most of them alternate between involvement and detachment, assistance and domination. Welfare offices have become a place for 're-socialisation', where people can talk about their personal problems and ask for advice. On the other hand, bureaucratic encounters are increasingly violent, symbolically if not physically. More than ever, they are now a means of regulating the poor.
