It was organised by the Directorate of Human Rights of the Council of Europe in cooperation with the Ministry of Justice of Iceland, and dealt with the following four themes: freedom of association and political democracy; freedom of association and civil society; freedom of association and social democracy; freedom to form and join or not to join trade unions. Written communications were presented on the following subjects: case law of Article 11 of the European Convention on Human Rights, freedom of association and the freedom of associations, freedom of association of immigrants in Europe, freedom of association and public service and freedom of association, labour law and the needs of a democratic society. About one hundred personalities took part: representatives of governments of member States, representatives of non-governmental organisations, members of the European Commission and Court of Human Rights, professors and other interested persons from Central, Western and Eastern Europe competent in the fields covered by the themes of the Seminar. This publication contains the Proceedings of the Seminar: the official speeches made at the opening ceremony, the reports and written communications, the interventions, the final report and the list of participants. Le Séminaire sur la 'Liberté d'association' a eu lieu à Reykjavik (Islande) du 26 au 28 août 1993. Il a été organisé par la Direction des Droits de l'Homme du Conseil de l'Europe en collaboration avec le Ministère de la Justice de l'Islande. Les travaux du Séminaire de Reykjavik ont été axés sur les quatre thèmes suivants: liberté d'association et démocratie politique; liberté des associations et société civile; liberté d'association et démocratie sociale; liberté de fonder avec d'autres des syndicats et de s'y affilier. Des communications écrites ont été présentées sur les questions suivantes: jurisprudence de l'Article 11 de la Convention européenne des Droits de l'Homme, liberté d'association et libertés des associations, liberté d'association des immigrés en Europe, liberté d'association et fonction publique et liberté d'association, droit du travail et les besoins d'une société démocratique. Une centaine de personnalités y ont participé: représentants de gouvernements des pays membres et d'organisations non gouvernementales, membres de la Commission et de la Cour européennes des Droits de l'Homme, personnalités du monde académique et autres personnalités de l'Europe occidentale, centrale et orientale compétentes dans les secteurs concernés par les thèmes du Séminaire. Book excerpt: This article deals with the literature on the French nonprofit sector (NPS). A preliminary part is devoted to presenting and discussing the characteristics that shape the approaches to this sector in France. We stress the strong influence of legal categories on the sector’s definition and, in this context, the importance of the status inherited from the 1901 Act on contracts of association. This raises a problem for a more analytical approach to the sector, because the diversity of the nonprofit organizations (NPOs) regulated under this Act risks being overshadowed. In this first part, we also underline the primacy accorded in France to the concept of the social economy, which has today become the social and solidarity economy (SSE), over that of the nonprofit sector. In the second part, the article outlines some landmarks in the history of the French NPS. French NPOs were for many years objects of suspicion, arbitrariness and repression on the part of the public authorities and this persisted until the 1901 legislation on contracts of association was enacted. However, this hostile context did not prevent the sector from having a richer existence than is sometimes admitted. This literature review also focuses on empirical studies of the sector, placing a particular emphasis on the more recent ones. These French studies basically adopt two types of approach. The first is concerned essentially with the NPOs and focuses its attention on their economic importance, whether measured in terms of financial resources, employment, or, less frequently, added value. The second approach investigates the kinds of individual participation the sector engenders by examining the various forms it takes, such as membership of NPOs or voluntary work. This review ends with the analysis of the challenges that NPS faces in a context characterized by the increasing constraints on public funding, changes in the nature of such funding with a substitution of contracts for subsidies, an increased competition among NPOs as well as between NPOs and for-profit enterprises. The article concludes that, despite the advances in research on the French NPS, some aspects—like formal volunteering and the role of voluntary associations—are still understudied, while others—like informal groups and informal volunteering—are almost totally ignored.

Pierre Musso is a French philosopher and is one of the most original thinkers in the history of the network society. His thought develops a critique of information and communication technologies through their imaginary and social representations and of the information society, based on the network metaphor. The main question on which Musso has focused his attention is how the network metaphor is one of the most powerful ways of understanding the complex societies in which we live. Showing characteristic attention to detail, and drawing on the history of ideas, political philosophy and sociology, Musso traces the genealogy of the network imaginary, and points out that it did not emerge with the Internet. He shows how its modern roots can be found in Henri de Saint-Simon and his disciples, engineers and entrepreneurs such as Michel de Chevalier, and Barthélemy Prosper Enfantin, who developed channel networks, railroads, and the telegraphic network in France in the nineteenth century. In addition to the central piece written by Musso, the book includes a general introduction and six commentaries from experts on information technologies and networks. It displays a wide range of perspectives from a diverse set of authors in terms of nationalities and universities, as well as disciplinary backgrounds.

Originally designed by Republicans as a tool of citizenship learning and formation of political opinion through open debate, rallies gradually became a stage dedicated to the show of force, at the initiative of various emerging political formations. This distortion is marked by the turn of the twentieth century, but is observed even more in the rallies held between the two world wars. Faced with this transformation, the government does not hesitate, in the second half of the 1930s, to invalidate the liberal credo that based the right of assembly since the installation of the Republic. An essential form of collective political participation, the rallies had never been the subject of major research.
