The precolonial Kaabu empire dominated the region for over 300 years, leaving a rich oral and ritual culture that emphasized the importance of a ruler’s legitimacy among the general population. This book traces how postcolonial political administrations and Justice, Integrity and Truth (JIT) movements have mobilized to reclaim, reinvent and subvert traditional Kabunka norms of statecraft to prove their political legitimacy. It shows how cultural memory, oral arts and musical forms can be used to express ideals of leadership and followership and, in the process, create various conversations and debates about politics and society, social attitudes and morality. In doing so, the book captures how the latent but influential social and political practices from Kaabu are reclaimed, reproduced or subverted to contribute to the evolving nature of political rhetoric in these two countries. Whereas many studies of the state in Africa take Western democratic principles as a starting point, this book provides important evidence on the continuity of precolonial political culture along African’s west coast. It will be of interest to researchers studying politics, history and anthropology both within the region and elsewhere in Africa.

This led to 11 months of fighting, extensive loss of life, and the displacement of up to a third of the country's population. This paper discusses the political economy of the conflict, the difficulties in negotiating its end, and the tasks that now face donors and national actors in creating a state capable of directing the development process. Formidable constraints exist including the government's dire fiscal situation, the demands of the army, and an unsustainable debt position. The paper argues that the current institutional distinction between emergency relief and development aid hinders an effective focus on conflict prevention, and proposes a 'Win-Hold-Win' strategy for donors in their efforts to achieve reconstruction, political stability and economic reform. The paper concludes by stressing the wider implications of Guinea-Bissau's experience and the challenges it still faces.

Government subsidies to energy are widespread and represent a heavy burden on public budgets in many countries. Both producers and consumers may be subsidized; the most common subsidies are for motor fuel consumption and electricity production and consumption. The subsidies to consumers often prove particularly harmful because they result in increased energy consumption, increased carbon emissions, and distortionary effects on consumer behavior. This book fills a void in the literature by providing a first, broad and diverse, analysis of several aspects of the economic and political economy aspects of government energy subsidies. The contributors take both theoretical and empirical approaches, with most of the focus on subsidies to fuel and electricity in non-OECD countries. The chapters cover such topics as energy pricing, reelection incentives for politicians that may encourage excessive subsidies; political corruption and “bribing equilibria,” the the “resource curse” in developing countries when the gains from natural resource windfalls are largely wasted, the “entitlement” of energy subsidies in autocracies, and distributional issues when subsidies targeted to the poor are removed in high-income countries.
