Two key themes emerge: the reassertion of national identities, and the special position of Russia, which has assumed to some extent the rights and the obligations of the Soviet Union on the world stage whilst having to tackle the chaos of local wars and internal economic collapse.

In this original and dynamic analysis of the fundamental processes shaping contemporary Russian politics, Richard Sakwa applies a new model based on the concept of Russia as a dual state. Russia's constitutional state is challenged by an administrative regime that subverts the rule of law and genuine electoral competitiveness. This has created a situation of permanent stalemate: the country is unable to move towards genuine pluralist democracy but, equally, its shift towards full-scale authoritarianism is inhibited. Sakwa argues that the dual state could be transcended either by strengthening the democratic state or by the consolidation of the arbitrary power of the administrative system. The future of the country remains open.

This power imbalance is a hold-over from the Soviet era in which the RSFSR was first among equals. Empires, like the Soviet one, are specific types of political systems that differed from modern states. The centralized, multi-ethnic and non-democratic character of empires explains the continued dominance of the Russian Federation. It also explains the absence of alternative economic arrangements and political contacts between the former republics. The Soviet system was structured so as to establish Russian control over non-Russian republics. The political structure was centralized so that all decisions, including investment, production, and distribution decisions were made in Moscow. Economic planning dictated a complex network of production and distribution that rendered the former republics dependent on Russia in a variety of ways. Soviet patterns of government administration and economic management are still evident in all the former republics. Continued dependency on Russia has compromised the state-building efforts of the former republics. Political rhetoric trumpeting new foreign investment, the expansion of diplomatic relations, the signing of trade agreements, and the imminent entrance into international organizations masks the fact that none of these new contacts have been able to replace the old Soviet production and distribution networks. Scholars and students involved with comparative politics and Russian (post-Communist) Studies will find the work of particular value.

Book excerpt: This book makes two central claims: first, that mineral-rich states are cursed not by their wealth but, rather, by the ownership structure they choose to manage their mineral wealth and second, that weak institutions are not inevitable in mineral-rich states. Each represents a significant departure from the conventional resource curse literature, which has treated ownership structure as a constant across time and space and has presumed that mineral-rich countries are incapable of either building or sustaining strong institutions - particularly fiscal regimes. The experience of the five petroleum-rich Soviet successor states (Azerbaijan, Kazakhstan, the Russian Federation, Turkmenistan, and Uzbekistan) provides a clear challenge to both of these assumptions. Their respective developmental trajectories since independence demonstrate not only that ownership structure can vary even across countries that share the same institutional legacy but also that this variation helps to explain the divergence in their subsequent fiscal regimes.

Book excerpt: The dissolution of the Soviet Union has provided scholars with tremendously rich material for the study of comparative nation building. Not since the decolonization of Africa in the 1960s have so many new states been established in one stroke in one region. The post-Soviet states, moreover, have all the necessary prerequisites for fruitful comparison: a number of similarities, but also significant differences in terms of size, culture, and recent history. In order to survive in the long run, modern states normally must have a population that possesses some sense of unity. Its citizens must adhere to some common values and common allegiance towards the same state institutions and symbols. This does not means that all inhabitants must necessarily share the same culture, but they should at least regard themselves as members of the same nation. Strategies to foster this kind of common nationhood in a population are usually referred to as 'nation building'. After a decade of post-Soviet nation building certain patterns are emerging, and not always the most obvious ones. Some states seem to manage well against high odds, while others appear to be disintegrating or sinking slowly into oblivion. To a remarkable degree the former Soviet republics have chosen different models for their nation building. This book examines the preconditions for these endeavors, the goals the state leaders are aiming at, and the means they employ to reach them. }
