Book excerpt: Slovenia is regarded today as a free country and consolidated democracy, with some problems with corruption, independent media, and independent judiciary. Since its independence in 1991, Slovenia has put in place democratic institutions of state organization, undergone major capital rearrangements, and achieved both of the starting objectives of new international involvement by entering the EU and NATO. On January 1st, 2007, Slovenia was the first among former socialist countries to take on the common European currency. Slovenia has been subject to highly varying assessments during the construction of its democratic political system; it has been acknowledged as “a ripe democracy,” complete democracy,” or, alternatively, “apparent” or “virtual democracy.” The move negative assessments of the Slovenian political system are related to the persistence of authoritarian behavior patterns and manipulation of democratic institutions that have found its way into the structures of political parties. This book follows the Slovenian evolution from the second-smallest Yugoslav republic to one of the most successful post-communist countries in Central Europe.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book focuses on the nexus between “party system stability” and “democratic consolidation”, using Slovenia as a case study. Its findings are presented from a comparative perspective to illustrate the commonalities and differences found in research on Central European post-socialist countries and former Yugoslav countries. On the one hand, Slovenia’s characteristics (including the characteristics of its transition to democracy) are far more similar to those of Central European post-socialist countries than Western Balkan countries. On the other, Slovenia shares some similarities with other parts of the former Yugoslavia – especially its experiences with the political system of socialist self-management, elements of a market economy under socialism, and war following the end of socialism (albeit the conflict in Slovenia was very short and rather mild in comparison to those in other parts of socialist Yugoslavia). Slovenia’s experiences with rapid but limited democratic backsliding under the Janša government (March 2019–June 2022) were halted by the 2022 national election – in contrast to the more widely known cases of Hungary and Poland, where such backsliding took place incrementally over a longer period of time that included several election cycles. Danica Fink-Hafner is Professor at the University of Ljubljana, Slovenia.

Book excerpt: After Slovenia's independence in 1991 from Yugoslavia, the introduction of local government was one of the most challenging tasks in the new country, as it meant a radical change from the socialist municipal system to the classical European type of local government. Simona Kukovič and Miro Haček offer a comprehensive analysis of the functioning of local government from historical, normative, systemic, and dynamic perspectives. The authors analyze the historical-normative foundations of the existence of local government and, building on this, examine the functional dynamics of the central organs of local government. In particular, they analyze the position of local mayors in terms of role and the powers assigned to the mayor by law, leadership characteristics, the evolution of eligibility, and relations with other local actors. This is followed by an analysis of the municipal council, in which Kukovič and Haček outline the function and responsibilities and highlight some features of the inner workings of this collective decision-making body. The authors devote special attention and a wealth of empirical data to local democracy, which is particularly vibrant, somewhat peculiar, and undoubtedly one of the strongest elements of Slovenia's still relatively fragile democracy. The book thus provides a holistic and thorough overview of local government, which in three decades has become an important part of the political system and, in practice, an important vehicle of local development within Slovenia.

Surprisingly, this comparison is rarely done, although both states have in common a relatively similar size and number of populations of around two million inhabitants. This semester paper portrays that the design of an electoral system and historic legacies are important for a (transitional) democracy, but only till a certain, limited extent. Apart from relatively similar electoral systems in the here portrayed cases, the international and domestic as well as qualitative and quantitative studies showed, that political culture and how citizens and politicians are acting in a (democratic) states are also and probably more important than the design of an electoral system. Also, the EU integration process, lively EU membership and economic development could have an influence on functionality of transitional democracies. Especially, the differing partisanship culture is an interesting field of active citizenship behavior.

Book excerpt: In this case study of the politics of transition in Eastern Europe, Rudolf Martin Rizman provides a careful, detailed sociological explanation and narrative on the emergence of independent statehood and democracy in Slovenia, a small state whose experience is of interest to policy makers, scholars, and serious students of Eastern Europe. In his focus on the transition from an authoritarian to a democratic regime, Rizman analyzes social processes and political issues in the context of the Third Wave of democratization, identifying “zones of certainty and uncertainty.” Challenging many generally accepted ideas about small states and their transitions to democracy, this book places Slovenia’s pattern of democratization in the wider regional context of eastern and central European post-communist transitions. Rizman shows, for example, that a country’s size is merely one factor out of many, and while Slovenes considered the influence of larger states, their choices were not particularly circumscribed by them. Opening with a discussion of the relevant theoretical environment in sociology and political science, Rizman illuminates the complex processes of democratic transition and consolidation. From there, the book analyzes the internal and external processes and factors relevant for Slovenia’s successful trajectory from existence as an ethnically defined sub-nation to an internationally recognized nation-state. After careful consideration of religious, political, military, intellectual, and other socio-political stakeholders in the region, including the somewhat disturbing evidence of the salience of a new “radical Right”, Rizman concludes that Slovenia is irreversibly set on the course of democratization, with indications of having reached the early stages of consolidation.
