For most of the twentieth century, states and international society gave priority to a view of order that focused on the minimum conditions for coexistence in a pluralist, conflictual world. Justice was seen either as secondary or sometimes even as a challenge to order. Recent developments have forced a reassessment of this position. Firstly, many trends inthe 1990s increased expectations of greater justice within a liberal and liberalizing international order - for example, in relation to human rights, humanitarian intervention, collective security, and self-determination. Second, globalization deepened the sense of ideational and material interdependence, prompting acknowledgement that we co-exist in a single world and that effective solutions to shared problems cannot be achieved without a concern for justice - especially as the negative aspects of globalization have become more evident. Third, claims to justice and critiques of the existing order have been forcefully pressed by an increasing range of non-governmental and other groups within transnational civil society. These three developments suggest movement towards a greater solidarist consciousness and ambition, based primarily on a liberal vision of the relationship between order and justice. This book sets current concerns within a broad historical and theoretical context; explores the depth and scope of this presumed solidarism amidst the difficulties of acting on the basis of a more strongly articulated liberal position; and underscores the complexity and abiding tensions inherent in the relationship between order and justice. Chapters examine a wide range of state and transnational perspectives on order and justice, including those from China, India, Russia, the United States, and the Islamic world. Other chapters investigate how the order-justice relationship is mediated within major international institutions, including the United Nations, the World Trade Organization and the global financial institutions.

The contributions to this book argue that the justification of war rarely happens as empty propaganda. While it is directed at mobilizing support and reducing resistance, it is not purely instrumental. Rather, the justification of force is part of an incessant struggle over what is to count as justifiable behaviour in a given historical constellation of power, interests, and norms. This way, the justification of specific wars interacts with international order as a normative frame of reference for dealing with conflict. The justification of war shapes this order, and is being shaped by it. As the justification of specific wars entails a critique of war in general, the use of force in international relations has always been accompanied by political and scholarly discourses on its appropriateness. In much of the pertinent literature the dominating focus is on theoretical or conceptual debates as a mirror of how international normative orders evolve. In contrast, the focus of the present volume is on theory and political practice as sources for the re- and de-construction of the way in which the justification of war and international order interact. With contributions from international law, history, and international relations, and from Western and non-Western perspectives, this book offers a unique collection of papers exploring the continuities and changes in war discourses as they respond to and shape normative orders from early modern times to the present.

Constructivists have identified a number of mechanisms by which actors accomplish both the continuous reproduction and transformation of the rules, institutions, and regimes that constitute their worlds. However, it is less clear how these mechanisms relate to each other--that is, the rules for changing the rules. This book seeks to explain how political actors know which procedural rules to engage in a particular context, and how they know when to utilize one mechanism over another. It argues that actors in world politics are simultaneously engaged in an ongoing social practice of rule-making, interpretation, and application. By identifying and explaining the social practice of rule-making in the international system, this book clarifies why global norms change at particular moments and why particular attempts to change norms might succeed or fail at any given time. Mark Raymond looks at four cases: the social construction of great power management in the aftermath of the Napoleonic Wars; the creation of a rule against the use of force, except in cases of self-defense and collective security; contestation of the international system by al Qaeda in the period immediately following the 9/11 attacks; and United Nations efforts to establish norms for state conduct in the cyber domain. The book also shows that practices of global governance are centrally concerned with making, interpreting, and applying rules, and argues for placing global governance at the heart of the study of the international system and its dynamics. Finally, it demonstrates the utility of the book's approach for the study of global governance, the international system, and for emerging efforts to identify forms and sites of authority and hierarchy in world politics.
