Book excerpt: In the wake of World War II, the issues of political stability in general and the survival of stable democracies in particular captured the attention of American political scientists. An inevitable offshoot of this interest was the study of political behavior--how it is acquired and how and why it persists. In its early stages, work on political socialization focused exclusively on childhood and adolescence, as if the learning process ends when adulthood begins. Only recently has adult socialization emerged as a legitimate field of study within political science. In Political Learning in Adulthood, social scientists for the first time examine the changes in political outlook and behavior that take place during the adult years, providing an invaluable overview of the problems, theories, and methodological approaches that characterize the field of political socialization. They consider which political values remain constant and which are subject to change, and they explore the ways in which both ordinary and extraordinary life events affect adults' political worldviews. Among specific topics considered are the effects of age and aging, the relation between participation in the work force and the development and expression of political views, continuity and change in the wake of revolutionary social and political movements, and the effects of such traumatic and life-threatening situations as war and terrorist activity.

On one side, a union leader and veteran black woman educator drew upon organizing strategies from black and Latinx communities to demand increased school resources. On the other side, the mayor, backed by the Obama administration, argued that only corporate-style education reform could set the struggling school system aright. The stark differences in positions resonated nationally, challenging the long-standing alliance between teachers' unions and the Democratic Party. Elizabeth Todd-Breland recovers the hidden history underlying this battle. She tells the story of black education reformers' community-based strategies to improve education beginning during the 1960s, as support for desegregation transformed into community control, experimental schooling models that pre-dated charter schools, and black teachers' challenges to a newly assertive teachers' union. This book reveals how these strategies collided with the burgeoning neoliberal educational apparatus during the late twentieth century, laying bare ruptures and enduring tensions between the politics of black achievement, urban inequality, and U.S. democracy.

Book excerpt: Under globalization, the project of area studies and its relationship to the fields of cultural, ethnic, and gender studies has grown more complex and more in need of the rigorous reexamination that this volume and its distinguished contributors undertake. In the aftermath of World War II, area studies were created in large part to supply information on potential enemies of the United States. The essays in Learning Places argue, however, that the post–Cold War era has seen these programs largely degenerate into little more than public relations firms for the areas they research. A tremendous amount of money flows—particularly within the sphere of East Asian studies, the contributors claim—from foreign agencies and governments to U.S. universities to underwrite courses on their histories and societies. In the process, this volume argues, such funds have gone beyond support to the wholesale subsidization of students in graduate programs, threatening the very integrity of research agendas. Native authority has been elevated to a position of primacy; Asian-born academics are presumed to be definitive commentators in Asian studies, for example. Area studies, the contributors believe, has outlived the original reason for its construction. The essays in this volume examine particular topics such as the development of cultural studies and hyphenated studies (such as African-American, Asian-American, Mexican-American) in the context of the failure of area studies, the corporatization of the contemporary university, the prehistory of postcolonial discourse, and the problematic impact of unformulated political goals on international activism. Book excerpt: While teaching at an all-Black middle school in Atlanta, Meira Levinson realized that students’ individual self-improvement would not necessarily enable them to overcome their profound marginalization within American society. This is because of a civic empowerment gap that is as shameful and antidemocratic as the academic achievement gap targeted by No Child Left Behind. No Citizen Left Behind argues that students must be taught how to upend and reshape power relationships directly, through political and civic action. Drawing on political theory, empirical research, and her own on-the-ground experience, Levinson shows how de facto segregated urban schools can and must be at the center of this struggle. Recovering the civic purposes of public schools will take more than tweaking the curriculum. Levinson calls on schools to remake civic education. Schools should teach collective action, openly discuss the racialized dimensions of citizenship, and provoke students by engaging their passions against contemporary injustices. Students must also have frequent opportunities to take civic and political action, including within the school itself. To build a truly egalitarian society, we must reject myths of civic sameness and empower all young people to raise their diverse voices. Levinson’s account challenges not just educators but all who care about justice, diversity, or democracy.

Increasingly, consumers no longer take deliberate actions to read the news, instead stumbling upon news online. While the emergence of serendipitous news discovery online has been recognized in the literature, there is a limited understanding about how people experience this behavior. Based on the mixed method study that investigated online news reading behavior of residents in a Midwestern U.S. town, we explore how people accidentally discover news when engaged in various online activities. Employing the grounded theory approach, we define Incidental Exposure to Online News (IEON) as individual's memorable experiences of chance encounters with interesting, useful, or surprising news while using the Internet for news browsing or for non-news-related online activities, such as checking email or visiting social networking sites. The book presents a conceptual framework of IEON that advances research and an understanding of serendipitous news discovery from people's holistic experiences of news consumption in their everyday lives. The proposed IEON Process Model identifies key steps in an IEON experience that could help news reporters and developers of online news platforms create innovative storytelling and design strategies to catch consumers' attention during their online activities. Finally, this book raises important methodological questions for further investigation: how should serendipitous news discovery be studied, measured, and observed, and what are the essential elements that differentiate this behavior from other types of online news consumption and information behaviors?

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
