The decisive questions leading through the analysis are the following: which approaches to economic integration exist, which one of them has been, is and will be dominant in the respective European Integration process and whether the current framework is appropriate for the future, always in mind the further enlargement towards a European Union of 25 or even 27 member states. I structure my analysis into mainly three parts, namely the underling theory, an empirical analysis and an outlook for the future. The emphasis is clearly on the first two parts, which are based on an economical perspective of integration processes. I present the underlying theory of economic integration, namely the two approaches to it, System Competition and Harmonization at first. Afterwards, an overview of the process of European Integration is provided, always in mind the perspective of economic integration and therefore the ongoing battle of the two approaches to gain more importance in the process. While doing so, I analyse phases or stages in which one of these approaches has been increasingly dominant in the integration process and try to analyse why this special pattern has occurred. At the end of my paper, I combine the economic perspective to integration with a more general, but interesting concept to integration processes, which could help to overcome the increasing stagnation tendencies in European Integration that is one of the main findings of my earlier analysis. Although this Concept, named Differentiated Integration provides one with extensive measures to reform the integration process, I limit the perspective to mostly the changes and proposals with importance to economic integration as this is the core issue of this paper. Thus, the final presentation of reform proposals is less focused on how the European Union as a final Political Union could look like in the far future, but more on how to overcome stagnation tendencies and gain dynamic impulses again with more technically orientated middle-term actions.

That there was only a limited transfer of tax authority to the EU exemplifies the failure of political and fiscal integration. Using a political economy framework, this article analyzes why the heads of state rejected tax harmonization proposals in the intergovernmental conferences. The presented findings of the original data on the Maastricht, Nice and Lisbon negotiations support the main hypothesis derived from the theoretical framework - namely that resistance against tax harmonization came predominantly from low-tax countries. Moreover, the results indicate that after the accession of the central and eastern European countries the prospects of harmonizing tax policy starkly decreased. The analysis shows that tax heterogeneity and the enlargements have negative effects on tax integration. Based on the empirical findings and the theoretical framework, the article concludes by discussing how the creation of the monetary union restructured the politics of tax Europeanization and fiscal integration.

Being aware of the complexity and breadth of this topic, the author has chosen only three subset economic integration agreements, both between the countries of the MENA region (intraregional) - also comprising a subregional agreement - and between the MENA region and other regions (interregional), for closer analysis. Concerning the efforts made towards interregional economic integration, this thesis concentrates mainly on the so-called EU-MED Partnership which was initiated at the Barcelona Conference in 1995 and aims to establish an EU-Med Free Trade Area (EMFTA) by the year 2010 including the EU and the 12 so-called Mediterranean countries which, apart from Malta, Cyprus and Turkey, all belong to the MENA region. In contrast, on the intraregional level, the latest initiative in 1997 will be examined, where 17 out of 22 Arab League member states - all of which also belong to the MENA region apart from Sudan - joined to constitute a "Greater Arab Free Trade Area" (GAFTA, mainly to get rid of traditional trade barriers for goods. On the smaller subregional level, the Gulf Cooperation Council (GCC), consisting of 6 Gulf countries, which plans the establishment of a common currency by 2010, will be examined more closely. With GAFTA, GCC and the EU-MED Partnership all being in a different depth of integration and each representing one of the three different levels of integration (subregional, intraregional, interregional), the author holds the view that this choice reflects the actual state of integration in the region best. In a nutshell, this study tests the
