By doing so, we gain an explanation that moves us beyond the economic decisions made by actors, the institutional constraints faced by trade unions, or the power of the state to interpellate subjects. These more common explanations make workers and their politics visible only as a symptom of external conditions, a response to deregulated markets or a product of state recognition. Instead – through a history of retailing as a site of nation and belonging, changing legal regimes, and articulations of race, class and gender in the constitution of political subjects from the 1930s to present-day Wal-Mart – this book presents the experiences and subjectivities of workers themselves to show that the collective political subject ‘workers’ (abasebenzi) is both a durable and malleable political category. From white to black women’s labour, the forms of precariousness have changed within retailing in South Africa. Workers’ struggles in different times have in turn resolved some dilemmas and by other turn generated new categories and conditions of precariousness, all the while explaining enduring attachments to labour politics.

Until recently, this region had been largely neglected by historians because it does not occupy a central place in the national political economy. Wilmot G. James and Mary Simons argue that a great deal about modern South Africa has been shaped by the distinctive society and economy of the Western Cape. Its history also reveals striking parallels and contrasts with other regions of the African continent.The Western Cape is the only region of South Africa to have experienced slavery. In this sense, the Western Cape has historical traditions more akin to colonial slave societies of the Americas than to those of the rest of Africa. Moreover, in contrast to the rest of South Africa, a proletariat emerged in the Western Cape early in its history, at the start of the eighteenth century. There developed a much more stable and enduring system of class and labor relations. In the twentieth century, these became closely enmeshed with race and status. Racial paternalism and the close correlation between class, caste, and color have their historical roots in the Western Cape.The book is arranged thematically and explores the social and economic consequences of slavery and emancipation in the eighteenth and nineteenth centuries. Issues of economy and labor, such as economic underdevelopment in the Western Cape, the labor market, and trade-union organization in the twentieth century are examined. As in 1965, the spark that ignited the firestorm was Black rage over police brutality. But in both eras the tinder was prepared by decades of social neglect and political disenfranchisement that have left the predominantly non-white urban poor trapped and virtually without hope. Race, Politics, and Economic Development strips away the veneer of mass-media images to examine the underlying causes of Black urban poverty and to recommend means to escape the seemingly endless cycle of retributive violence that it spawns. The book brings together Black activists and scholars, including two former mayors of American cities, to analyse the theoretical and practical problems currently facing the Black community in the United States. In their place he puts forward an alternative neo-Durkheimian view of the possibility of non-violent revolutionary change, based on the development of such social and cultural continuities as already exist within each plural society. But he warns that -this is an age of passionate commitment to violence in which vicarious killers abound in search of a Vietnam of their own.- The aim of this groundbreaking and challenging book is to create theoretical perspectives in which to view the racial conflict of plural societies. Written in the turbulent early 1970s, the book demonstrates the inadequacy of then prevailing views such as Marxist interpretations of racial conflict as class struggle, and the Fanon a priori rejection of non-violent techniques of change, which Kuper holds responsible for the acceptance of what he calls -the platitudes of violence.- The book concludes with more personal sections focusing on the author's struggles with the then prevailing South African society, critiques of that, and censorship of his attempts to make these public. In the light of subsequent changes in South Africa many decades later, this book serves not only as an important work of political sociology but as a personal testament to the fight against racism in South Africa. Leo Kuper was professor of sociology and director of the African Studies Center at the University of California, Los Angeles. A South African by birth, he was one of the first writers on genocide as well as other aspects of African studies and urban sociology. His major book, Genocide (Penguin, 1981), remains in print. The Leo Kuper Foundation is a non-governmental organization dedicated to the eradication of genocide through research, advice, and education. It was created in Washington, DC in 1994 following the death of Leo Kuper, with the aim of improving measures to prevent genocide. The main area of work for the past five years has been in support of the creation of an International Criminal Court. Troy Duster is director at the Institute for the History of the Production of Knowledge, New York University.
