In the latest of their distinguished contributions to South Asian studies, scholars Lloyd I. Rudolph and Susanne Hoeber Rudolph focus on this modern-day pursuit by offering a comprehensive analysis of India's political economy. India occupies a paradoxical plane among nation states: it is both developed and underdeveloped, rich and poor, strong and weak. These contrasts locate India in the international order. The Rudolphs' theory of demand and command polities provides a general framework for explaining the special circumstances of the Indian experience. Contrary to what one might expect in a country with great disparities of wealth, no national party, right or left, pursues the politics of class. Instead, the Rudolphs argue, private capital and organized labor in India face a "third actor"—the state. Because of the dominance of the state makes class politics marginal, the state is itself an element in the creation of the centrist-oriented social pluralism that has characterized Indian politics since independence. In analyzing the relationship between India's politics and its economy, the Rudolphs maintain that India's economic performance has been only marginally affected by the type of regime in power—authoritarian or democratic. More important, they show that rising levels of social mobilization and personalistic rule have contributed to declining state capacity and autonomy. At the same time, social mobilization has led to a more equitable distribution of economic benefits and political power, which has enhanced the state's legitimacy among its citizens. This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes. As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India’s quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the ‘Kerala model of development’. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis’ changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised. Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people’s struggles. Despite major changes in the government since then, the thrust on reforms has been maintained. According to the World Bank, only 10 out of 145 countries had more rapid growth than India at over 6 percent per year in the 1990s and two had the same as India's. In this study, T.N. Srinivasan and Suresh D. Tendulkar analyze the economics and politics of India's recent and growing integration with the world economy. They argue that this process has to be nurtured and accelerated if India is to eradicate its poverty and take its rightful place in the global economic system.The study covers the historical roots and the political economy of India's late integration; domestic and external constraints on integration; external capital inflows including foreign direct investment; and India's emerging comparative advantage in the information technology industry and services, particularly computer software. Hence in India too, in the future more and more land will be required for the purposes of infrastructure expansion, industrialization, urbanization etc. The book also examines a number of broader policy issues in the context of land reforms and shows how a successful resolution of the land acquisition matter is vital to attaining a high rate of growth. Using a case study method, the book examines the process of land acquisition in detail and its implications for farmers. It finds that the development of acquired land leads to higher growth and higher employment; and it also leads to improvements for the dalits (the backward class p eople). Benefits in terms of higher revenues for the government are also observed. It argues that, if the acquisition process is properly executed, those farmers who lose land will not oppose acquisition but will instead become partners in the process of growth.
