It argues rules determining who is and is not allowed to participate in the formal political arena affect not only the relationships between opponents and the state, but also between various opposition groups. This affects the dynamics of opposition during prolonged economic crises. It also shapes the informal strategies that ruling elites use toward opponents. The argument is presented using a formal model of government-opposition relations. It is demonstrated in the cases of Egypt under Presidents Nasir, Sadat and Mubarek; Jordan under King Husayn; and Morocco under King Hasan II.

The 1970s ushered in petro-politics, for instance, but OPEC's international status declined markedly in the following decade. Similarly, the Arab world's ostracism of Egypt in the 1970s following its separate peace with Israel was turned around in the 1980s; the late 1980s also brought PLO acceptance of the State of Israel. Interstate relations were not the only arena to experience significant alterations; state-society relations also underwent dramatic changes, such as the acceleration of privatization in erstwhile socialist regimes. Then the 1990s opened with a political earthquake: the Gulf Crisis. The second edition of this highly acclaimed text offers a penetrating analysis of trends in Arab foreign policies since the book was originally published in 1984, including an early analysis of the effects of Iraq's invasion of Kuwait and the subsequent coalition victory over Iraq. In addition, the authors have included new chapters on Jordan—at the heart of the Arab world—and on the Sudan—the region's link to sub-Saharan Africa. Their inclusion allows a fuller understanding of the foreign policies of states that occupy crucial geopolitical positions but wield little tangible power. For social scientists, part of the challenge has been how to effectively measure and analyze the empirical data, while another obstacle has been a lack of attention to the worldviews, value orientations, and long-term concerns from the people of the Middle East and North Africa. In order to meet these challenges head-on, Mansoor Moaddel and Michele J. Gelfand have assembled an international team of experts to explore and employ a new and diverse set of frameworks in order to explain the dynamics of cross-national variation, values, political engagement, morality, and development in these regions. To this end, the authors address a wide range of questions, such as: To what extent do recent events reflect changes in values among the Middle Eastern publics? Are youth uniformly more supportive of change than the rest of the population? To what extent are changes in values connected to changes in identities? How do we explain the process of change in the long term? The impact of the October 1973 War (known as the Yom Kippur War in the West and the Ramadan War in Arab countries) on the United States interests in the Middle East is also assessed. This book is comprised of seven chapters and opens with an overview of the October War; those Arab states actually involved in the war, especially Egypt and Syria; and those Arab states having geographical access to either the Mediterranean or Indian Oceans, including the oil-producing states. The wider political and military implications of the war are discussed, with specific reference to super power interests. The following chapters discuss the perceptual context of Arab politics; the wars of 1967 and 1973 and the impact of Arab conflict imagery on an inherently escalatory situation; the consequences and lessons of the June 1967 war, or Six-Day War; and Arab coalition politics between 1970 and 1973. The final two chapters focus on the combined Egyptian-Syrian battle plan, code-named Operation Badr, and the historical and political implications of the 1973 war. Based on Historical Sociology, it provides a model for study of the state in the Arab world and a theory to explain its survival. Examining states as a ‘process’, the author argues that what emerged in the Middle East in the beginning of the twentieth century are ‘social fields’—where states form and deform—and not states as defined by Max Weber. He explores the constitutions of these fields—their cultural, material and political structures—and identifies three stages of state development in which different cases can be located. Capturing the dilemmas that ‘late-forming states’ face as regimes within them cope with domestic and international pressure, the author illustrates several Middle East cases and presents a detailed analysis of state developments in Saudi Arabia and Iraq. He maintains that more than the domestic characteristics of individual states, state survival in the Middle East is also a function of the anarchic nature of the international (and by extension the regional) states-system. The first to raise the question on the survivability of the territorial states in the Middle East while engaging with both International Relations and Comparative Politics theories, this book will be of interest to students and scholars of Middle East politics, Comparative Politics and International Relations.

Book excerpt: This historical study of international Middle East politics in regional perspective presents a comprehensive analysis of the interplay between inter-Arab politics and the conflict with Israel—the two key issues which have shaped the Middle East contemporary history (and made it simultaneously tumultuous and a focus of international affairs). The Decline of the Arab-Israeli Conflict addresses the changing political behavior of the regional Arab system in the Palestine conflict, from total enmity to negotiated peace with Israel. This change is explained as a reflection of state formation process and constant thrust of ruling elites to disengage from compelling supra-state commitments stemming from Pan-Arab nationalist ideology and Islamic political culture. The book scrutinizes the role of Arab summit conferences which, since 1964, became the main collective Arab institution for decision making on common core issues—foremost of which was the conflict with Israel. The summits' main role was to legitimize incremental departure from the overburdening Palestine conflict whose powerful collective symbolism threatened states' autonomy. Summits' consensus sanctioned shifts from hitherto established collective Arab norms toward Israel as well as on inter-Arab relations, in accordance with core actors' interests. The summits offer a view to the Arab regional system's evolution as a negotiated inter-state order based on mutual recognition of sovereign states as opposed to compulsive collectivism in the name of Pan-Arabism. They were, in fact, a manipulation of the regional Arab system by primary participants' coalitions through employment of financial, ideological, and political trade-offs to resolve inter-Arab differences and reach a consensus on redefined collective goals.
