Book excerpt: The water reforms undertaken in the Murray-Darling Basin, Australia since 2007 have been viewed as a model for other countries seeking to respond to water insecurity. Here, a policy review is provided of this water reform and whether it delivers on key environmental objectives in the 2007 Water Act (the Act). The evaluation includes a review of the 2012 Basin Plan, a key instrument of the Act, and complementary policies associated with the acquisition of water entitlements for the environment via direct (reverse tenders) and indirect (infrastructure subsidies) means. Using the objects of the Act as a benchmark, an evaluation is provided of the following: (i) planned reductions in irrigation water extractions in the 2012 Basin Plan; (ii) risks associated with the 2018 amendments to the Basin Plan that, collectively, allow for an increase in irrigation water extractions of some 22 per cent, relative to the sustainable diversion limits specified in the 2012 Basin Plan; (iii) Basin-scale environmental outcomes achieved, as of the end of 2018; and (iv) economic effects of direct and indirect methods of acquiring water for the environment. Findings from the review generate the “Do's” and “Do Nots” of water reform for Australia, and possibly other countries, when managing the trade-offs between water for irrigation and the environment.

By comparing different pricing and non-pricing water management policies with the help of the Water Integrated Market Model, it is found that the impact of water demand reducing policies is most severe on crops that need to be intensively irrigated and are at the same time less water productive. A combination of increasingly frequent and severe droughts and the application of policies that decrease agricultural water demand, in the same region, will create a situation in which the highly water dependent crops rice and cotton cannot be cultivated at all.

It argues that while the principles (National Water Initiative) and rules (Water Act 2007) of water reform provide the framework to achieve the goals of reform, the financial incentives (2008 Water for the Future) need to change. In particular, the $3.1 billion allocated to buying water entitlements and the $5.8 billion targeted for water infrastructure subsidies under Water for the Future should be combined and spent on the basis of 'value for money'. If this were accomplished, and the funds were spent prior to the implementation of sustainable diversion limits in July 2011, the Australian Government would be much more likely to achieve a sustainable future for the environment and agriculture within the Basin, at no extra cost.

Water management issues include allocation, quality, and dryland salinity. Because of Australia's federal governmental structure, institutional development has been more a matter of integrating state and local endeavors than decentralization of national authority. The Australian national government has little constitutional power over water resources. The five states in the basin make policy regarding water rights, discharge permits, fees, and the construction and operation of physical structures. River management began on the Murray River in the 1920s under the terms of a tri-state agreement. As the scope of management widened to the entire basin, more states were added and the national government supported the creation of new arrangements for integrated water resource management, with some provision for stakeholder participation. The dynamics of state-national authority over water policy, and the emergence in recent years of numerous local-level catchment organization, contribute to some uncertainty about the future course of basin management in this internationally renowned site. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. The Fraser River drains 238,000 km2 of British Columbia, supporting nearly 3 million residents and a diverse economy. Water management issues include water quality and allocation, flood protection, and emerging scarcity concerns in portions of the basin. The Fraser Basin Council (FBC) is a locally-initiated nongovernmental organization (NGO) with representation from public and private stakeholders. Since evolving in the 1990s from earlier programs and projects in the basin, FBC has pursued several objectives related to a broad concept of basin "sustainability" incorporating social, economic, and environmental aspects. The NGO approach has allowed FBC to match the boundaries of the entire basin, avoid some intergovernmental turf battles, and involve First Nations communities and private stakeholders in ways governmental approaches sometimes find difficult. While its NGO status means that FBC cannot implement many of the plans it agrees on and must constantly work to maintain diverse yet stable funding, FBC holds substantial esteem among basin stakeholders for its reputation for objectivity, its utility as an information sharing forum, and its success in fostering an awareness of interdependency within the basin. Most of the effort will focus on the Murray-Darling Basin. In this book Daniel Connell explains why there is a crisis in the Murray Darling. He highlights the disastrous consequences of a century of fitful, reluctant "co-operation" between the six governments responsible for the region. Connell argues that a new institutional system is essential - but a Commonwealth takeover is not the best answer. Instead, the Commonwealth government should use its constitutional and financial power to force the States to adopt national policies - and stick to them, whatever the local politics. The States would continue to play a substantial role but the controls would be tighter, the framework more comprehensive. He also shows how the National Water Initiative, the great blueprint for water reform, has stalled with many of its most important recommendations ignored. So far the public debate about the future of the Murray Darling Basin has concentrated on new technical projects and increased water trading. Connell argues that unless institutional change is given priority, hundreds of millions of dollars of annual investment will be frittered away - and the crisis will continue.
