This analysis of distortions in value chains in Ethiopia (sheep and goats) and Nigeria (cacao and palm oil) uses nominal rates of protection (NRPs) to measure the impact of policies on domestic prices for producers and consumers. Using the NRP methodology is effective for highlighting the significant impact of agricultural policies on prices from the local to the country level and along entire agrifood value chains.

Book excerpt: Understanding how policies affect price transmission and incentives for producers and consumers along the complete value chain is a relevant research question due to the more globalized structure of agricultural value chains. In particular, Nigerian agricultural value chains have been targeted by a number of policy decisions. We analyze the import-oriented palm oil value chain and the export-oriented cacao value chain, estimating the price distortions from policies and their implications for production incentives at the regional level. For palm oil, due to protective trade policies and domestic initiatives, the nominal rate of protection (NRP) at the farmgate for palm oil producers shows that producers have been protected. NRPs at the border for cacao beans and cocoa products are negative, which may be due to a quality gap, the export market structure, and the concentration of buyers in global markets. Negative NRPs at the farmgate are seen for all regions, showing disincentives in the cacao beans export market reverberate through the domestic market despite domestic support policies. In both value chains, NRPs at farmgate vary across regions partially due to regional policy frameworks and partially due to local conditions impacting price transmission.

The assessment both reviews the achievement of past milestones as well as looks forward to how re-searchers should support the trade agenda in developing countries going forward through their research and communication of research and what should be the focus in the research agenda for developing countries. There are already ongoing and forming activities for which strategic guidance, decisions on allocation of resources across activities, or other research decisions could benefit from this assessment. Areas for prioritization include evaluation of policy changes proposed by policymakers or proactively investigated by the PIM trade team (e.g., reduction in domestic support, lowering tariffs), a trade and nutrition database, work on trade and greenhouse gas emissions, future AATM editions, improving data on trade flows, analysis of impactful events such as COVID-19 and large-scale droughts on world markets and value chains, work on the future of trade multilateralism, research on global value chains and non-tariff measures, and research on advancing value chains for competitiveness and economic development.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

In light of this transformation, the analysis focuses on the supply side of the technology equation, exploring how the enabling environment and regulations related to trade and intellectual property rights stimulate Research and Development to raise productivity. The book also discusses emerging developments in modern value chains that contribute to rising productivity. 'Distortions to Agricultural Incentives in Asia' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the 12 largest economies of East and South Asia. Together these countries constitute more than 95 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s, most notably in China and India. Nonetheless, numerous price distortions in this region remain and others have added in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.

Book excerpt: Conditional cash transfer (CCT) programs are widely implemented in developing countries but evidence of their medium- and long-term effects on educational achievements is still relatively scarce. This paper examines the impact of a large-scale CCT program on high school attainment in the Dominican Republic. We implement a quasi-experimental approach combining extensive educational, administrative, and household records from program participants across the country and exploiting variations in the scheme (amount) of school transfers received among program participants. We find that receiving additional transfers specific for high school education is, on average, associated with an 11.7-13.2 percentage points higher probability of completing high school relative to not receiving these transfers. We do not find major differences across urban and rural areas nor between female and male students. The transfers seem to play an important role during the last high school year of targeted students. The estimated impacts point to non-negligible effects on employment, salaries, and delayed parenthood. Several robustness checks support our findings.
