Book excerpt: The impact of police cadet recruitment programs on law enforcement agencies by the year 2000 was studied by a nominal group technique panel in Fullerton, California. Five trends were selected as most related to the study: deteriorating quality of public education; unfavorable attitudes toward police work; decrease in the number of qualified applicants; increased minorities; and a major scandal within the police department. Study findings indicate that police cadet programs may be the best police recruitment source. Cadets are involved in almost every area of the police department, assuming roles that would not have been considered previously. The trend toward civilianization has expanded cadet roles within many police organizations. Although most police departments provide formal cadet training programs, the need for training increases as cadets assume more responsibilities. The following policies are recommended: (1) establish a strategic planning group to study the future of police cadet program issues; (2) study local population and growth trends; (3) develop an AIDS education program; (4) begin a minority recruitment program; and (5) develop a program for recruiting high school seniors as police cadets. Strategic and transition management issues in police cadet program implementation are discussed.

The reader will learn about the societal challenges that prompted creating Camp Cadet. Never previously reported insights are provided, as can only occur by those who began and sustained the program. The ups and downs and recollections are envisioned to encourage continuation of this program with a sincere outreach to the youth of America.
