Book excerpt: In the historiography of human rights, the 1980s feature as little more than an afterthought to the human rights breakthrough of the previous decade. Through an examination of one of the major actors of recent human rights history – Poland's Solidarity movement – Robert Brier challenges this view. Suppressed in 1981, Poland's Solidarity movement was supported by a surprisingly diverse array of international groups: US Cold Warriors, French left-wing intellectuals, trade unionists, Amnesty International, even Chilean opponents of the Pinochet regime. By unpacking the politics and transnational discourses of these groups, Brier demonstrates how precarious the position of human rights in international politics remained well into the 1980s. More importantly, he shows that human rights were a profoundly political and highly contested language, which actors in East and West adopted to redefine their social and political identities in times of momentous cultural and intellectual change.

Book excerpt: This collection's materials trace Solidarity's emergence from the strike movement of July-August 1980 and the formation of strike committees in the factories and shipyards of Lublin, Gdansk, Szczecin, Jastrzebie, and Warsaw. Through these documents, the reader/scholar can trace the stages in the history of Solidarity--from the individual strike committees to the inter-factory strike committee and finally, to the founding congress of Solidarity as a self-governing national trade union, independent of the Communist party. The trade union movement quickly became a medium of mass civic opposition to the Communist regime. The workers of the Baltic shipyards were joined by intellectuals from the Catholic clubs and KOR--Komitet obrony robotnikow (Committee to Defend Workers)--as well as students, who eventually conducted their own mass strikes in support of the Solidarity movement and founded NZS--Niezale_ne zrzeszenie studentów (Independent Students' Association)--in October 1980. The Solidarity collection contains materials on all these allies, and on the activities of the Catholic Church in Poland and its interactions with the Polish Pope (John Paul II) in Rome. The collection includes minutes of meetings at the regional and national levels, organizational statutes and constitutions, proclamations and manifestos, brochures, pamphlets, posters, and correspondence. These materials vividly reflect the period: the constant struggle between centralization and local autonomy; the reformist proposals of the opposition; and the rise of Lech Walesa to the leadership of the national movement. The collection also documents the role of the party-state and its institutions, especially the courts, the Ministry of the Interior, the local police, and the Polish United Workers' Party--the ruling Communist party of Poland. The documentation of the opposition movement in Poland allows scholars to better understand this most important political crisis in late socialist Eastern Europe. Martial law was imposed in December 1981, under General Wojciech Jaruzelski; Solidarity activists were arrested or otherwise punished, yet they continued to resist the military dictatorship until elections brought them into the government in 1989. The Polish opposition played a crucial role in the end of Soviet rule in Eastern Europe and eventually, the complete collapse of the Soviet Union. The documents from this remarkable Warsaw collection will be of interest to scholars of democratization and opposition movements, and to those studying the politics of late Leninist party-states. They also chart the rise of human rights and the ascendancy of an autonomous civil society in a state which, since its inception after World War II, had tried various tactics to establish a one-party monopoly on politics and ideas.

For some, human rights stretch back to the dawn of Western civilization, the age of the American and French Revolutions, or the post–World War II moment when the Universal Declaration of Human Rights was framed. Revisiting these episodes in a dramatic tour of humanity’s moral history, The Last Utopia shows that it was in the decade after 1968 that human rights began to make sense to broad communities of people as the proper cause of justice. Book excerpt: This book is the first to connect global labor history and the history of human rights: By focusing on democratic labor oppositions in Spain and Poland between 1960 and 1990, it shows how workers in authoritarian regimes addressed repression and whether they developed a language of rights in the light of a globally dynamic human rights discourse. The study argues that the democratic labor oppositions in Spain and Poland were both variants of emancipatory and democracy-oriented social movements with global interconnections that emerged in the 1960s. It reveals that the demands for free and independent trade unions, which in both countries became a flashpoint in the fight for broader democratic demands, was not always discussed in rights terms, but rather presented as an inevitable necessity. At the same time, these labor movements and their intellectual allies morally delegitimized state repression against workers and thereby employed the concepts of democracy, participation, solidarity, progress and eventually, rights. Integrating the history of two European semi-peripheric societies into a broader narrative, this book is relevant for readers interested in global labor history, human rights history and the history of democratization in Europe in the late twentieth century.

The 1990s saw an extraordinary surge in the significance that various actors attributed to the concept of human rights. A growing number of activists and politicians began framing their concerns as human rights issues. Numerous academic disciplines made human rights a subject of research, both reflecting on and influencing the emerging human rights policies. Yet the moment of enthusiastic new departures waned even before the advent of the new century. At the same time – and often as a direct consequence of its new prominence – critics opposed the idea of universal rights with an unprecedented fierceness. This volume breaks new ground in examining important developments that have unfolded in human rights history over the past thirty years.
