De ahí que la profesionalizaciónestratégica de las estructuras comunicativas de los ejecutivos o un buen manejo de las nuevas tecnologías coadyuve a que estos gobiernos sean más creíbles, duraderos y gocen de mayor reputación.

Book excerpt: Central America was the only part of the far-reaching Spanish Empire in continental America not to experience destructive independence wars in the period between 1810 and 1824. The essays in this volume draw on new historical research to explain why, and to delve into what did happen during the independence period in Central America and Chiapas. The contributors, distinguished scholars from Central America, North America, and Europe, consider themes of power, rebellion, sovereignty, and resistance throughout the Kingdom of Guatemala beginning in the late eighteenth century and ending with independence from Spain and the debate surrounding the decision to join the Mexican Empire. Their work reveals that a “conflict-free” separation from Spain was more complex than is usually understood, and shows how such a separation was crucial to late-nineteenth-century developments. These essays tell us how different groups seized on the political instabilities of Spain to maximize their interests; how Latin American elites prepared elaborate rituals to legitimize power dynamics; why the Spanish military governor Bustamante’s role in Central America should be reconsidered; how Indian and popular uprisings had more to do with tax burdens than with independence rhetoric; how the scholastic thought of Thomas Aquinas played a role in political thinking during the independence period; and why Mexico’s Plan de Iguala, the independence program promoted by Agustín de Iturbide, finally broke Central American elites’ ties to Spain. Book excerpt: Academic autonomy has been a dominant issue among Latin American social studies, given that the production of knowledge in the region has been mostly suspected for its lack of originality and the replication of Euro-American models. Politicization within the higher education system and recurrent military interventions in universities have been considered the main structural causes for this heteronomy and, thus, the main obstacles for 'scientific' achievements. This groundbreaking book analyses the struggle for academic autonomy taking into account the relevant differences between the itinerary of social and natural sciences, the connection of institutionalization and prestige-building, professionalization and engagement. From the perspective of the periphery, academic dependence is not merely a vertical bond that ties active producers and passive reproducers. Even though knowledge produced in peripheral communities has low rates of circulation within the international academic system, this doesn't imply that their production is - or always has been - the result of a massive import of foreign concepts and resources. This book intends to show that the main differences between mainstream academies and peripheral circuits are not precisely in the lack of indigenous thinking, but in the historical structure of academic autonomy, which changes according to a set of factors -mainly the role of the state in the higher education system. This historical structure explains the particular features of the process of professionalization in Latin American scientific fields.

The vendors compose a large part of the informal economy, which altogether represents at least 30 percent of Mexico’s economically active population. Neither taxed nor monitored by the government, the informal sector is the fastest growing economic sector in the world. In Street Democracy Sandra C. Mendiola García explores the political lives and economic significance of this otherwise overlooked population, focusing on the radical street vendors during the 1970s and 1980s in Puebla, Mexico’s fourth-largest city. She shows how the Popular Union of Street Vendors challenged the ruling party’s ability to control unions and local authorities’ power to regulate the use of public space. Since vendors could not strike or stop production like workers in the formal economy, they devised innovative and alternative strategies to protect their right to make a living in public spaces. By examining the political activism and historical relationship of street vendors to the ruling Institutional Revolutionary Party (PRI), Mendiola García offers insights into grassroots organizing, the Mexican Dirty War, and the politics of urban renewal, issues that remain at the core of street vendors’ experience even today.
