Book excerpt: Los potentísimos vectores de transformación que están alterando la naturaleza de nuestras sociedades, tales como la globalización, la revolución infocomunicativa, el incremento de la esperanza de vida, los movimientos espaciales de la población, el aumento del nivel educativo, el cambio de valores sociales o las recurrentes crisis económicas confi guran una nueva estructura de oportunidades, pero también una nueva estructura de riesgos. En esta situación –de intensa y generalizada incertidumbre tanto personal como social–, resulta especialmente necesario conocer de forma rigurosa y precisa si nuestras sociedades evolucionan hacia estados deseables o indeseables. Este es precisamente el leitmotiv que ha inspirado la elaboración del Sistema de Índices de Calidad Social (SICS) contenido en las páginas de este libro. En cada uno de los capítulos se presentan los indicadores sociales seleccionados para medir y comparar la situación de Andalucía, España y la Unión Europea en las diecisiete metas sociales estratégicas que forman parte del sistema. Entre estas se incluyen las condiciones de vida cotidiana, la calidad del trabajo, la igualdad de género, la sostenibilidad ambiental, el consumo, los riesgos personales o el bienestar subjetivo de la población. Ahora bien, este sistema no incluye solamente indicadores de calidad de vida de las personas, sea su estado de salud, su renta personal disponible, su nivel educativo o su felicidad y satisfacción con la vida, sino también indicadores destinados a medir la calidad global de las sociedades, sea su grado de cohesión y de exclusión social, su sostenibilidad medioambiental, su nivel de desarrollo humano o su dinámica cultural. Tal y como señala el profesor Noll, una buena vida sólo puede ser vivida en el seno de una buena sociedad.

There is a rich literature on devolution, but surprisingly little on its consequences for public policy. This book explores the effects of devolution on the policy process, policy substance and policy outcomes in the UK, Spain and Belgium. The chapters study a range of policy spheres, including education, health care and general social policy, examining the scope for policy innovation and policy divergence between different levels of government.
