Book excerpt: Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.

Book excerpt: This report provides a unique, sector-specific synthesis of the Nationally Determined Contributions (NDCs) from Latin America. It summarizes the substantial contributions already put forward by countries, opportunities for further action and the gaps, barriers and needs that will need to be addressed if the agriculture and land use sectors in Latin America are to raise mitigation and adaptation ambitions. The findings of this report will help member countries to reflect on their progress in advancing toward NDC priorities for agriculture and associated national climate goals including related targets under the SDGs. The analysis also helps to clarify the links between the NDCs from the region and the Sendai Framework for Disaster Risk Reduction (SFDRR). Finally, the report serves as a guide to FAO, as well as other international actors, for the support that will be required to help countries in the region to move forward to implement agriculture and land use sector priorities in their NDCs and ensure that future commitments from the agriculture sector are quantifiable, verifiable and sufficiently ambitious.

Book excerpt: This document proposes a menu of strategic approaches and options for reducing rural poverty in Latin America and the Caribbean, combining the Bank's own experiences and those of other organizations in designing options and instruments for use in programs carried out with the support of the Bank. The proposals made in this document are consistent with a number of strategic initiatives already drawn up or in preparation by the Bank, in particular those aimed at poverty reduction (IDB 1997), promotion of microenterprises (IDB 1996a), development of indigenous communities, rural finance (IDB 1998a), and sustainable agriculture (IDB 1998a). Thus, a number of the alternatives presented here are already being applied by the Bank in several of its activities. Depending on the needs of each country, one or more of the options discussed could be used to define a rural poverty reduction agenda on a case-by-case basis. The flexibility of these approaches makes it possible to apply them to specific problems at the national, regional and even municipal level.

The evidence suggests that this concentration is due to a process of policy diffusion. International organizations contribute to this process; however, the book’s main argument is that there was another, more important actor involved: a regional epistemic community that increased the availability of information about CCTs and reinforced their legitimacy, playing a role in the domestic processes of formulation and adoption. This book addresses the diffusion of the programs throughout the region; diffusion mechanisms that can help us understand the programs’ adoption (emulation, learning and coercion); and the impacts of key actors on the process (epistemic community, international organizations and policymakers).
