Second is the question of the health transition. How does the demographic transition impact the health status of the population and the demand for health care? And how advanced is the health transition in LAC? Third is an understanding of the fiscal pressures that are likely to accompany population aging and to disentangle the role of demography from the role of policy in that process. This book provides an introduction to the concepts and techniques at the intersection of demography and economics. It summarizes the policy debate about potential reforms needed to make population aging an opportunity for development.

This evolving social reality requires public policy to evolve as well. The Future of the Family brings together the top scholars of family policy—headlined by editors Lee Rainwater, Tim Smeeding, and, in his last published work, the late Senator Daniel Patrick Moynihan—to take stock of the state of the family in the United States today and address the ways in which public policy affects the family and vice versa. The volume opens with an assessment of new forms of family, discussing how reduced family income and lower parental involvement can disadvantage children who grow up outside of two-parent households. The book then presents three vastly dissimilar recommendations—each representing a different segment of the political spectrum—for how family policy should adapt to these changes. Each suggests that marriage promotion alone is not enough to ensure a happy, healthy, and prosperous future for American children who are caught up in the vortex of family change. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.

Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented.
