Book excerpt: This book is about the measurement and prediction of the reliability behaviour of systems of physical items. It is not specifically concerned with human factors with safety analysis as such, although some of the techniques discussed are adaptable to these purposes. A machine or an electronic circuit exemplifies a system. Each machine or circuit may also be treated as an item in a larger system. However, this does not reduce it suddenly to basic component status; it remains complex and can only be treated as unitary under definable restrictions. In particular, the effects of maintenance and component renewal must be considered most carefully. Previous books on system reliability have concentrated on one or two only of the six principal techniques available to the analyst. These are: 1. probability theory; 2. distributional statistics; 3. markov methods (matrix algebra); 4. fault and event trees (Boolean logic); 5. theory of renewal processes; 6. directional graph theory (di-graphs). This book relates these methods to one another and to their applications. The authors feel that previous books which concentrated upon one tech nique and the contortions necessary to use it in every possible situation may have misled readers into believing that there were no other methods and that some real problems were intractable or more difficult to solve than need be. For example, several results which are proved in other books for items with exponentially distributed times to/between failures are shown to be independent of distribution.

Book excerpt: US-Mexico border region area has unique social, demographic and policy forces at work that shape the health of its residents as well as serves as a microcosm of migration health challenges facing an increasingly mobile and globalized world. This region reflects the largest migratory flow between any two nations in the world. Data from the Pew Research Center shows over the last 25 years there has never been lower than 140,000 annual immigrants from Mexico to the United States (with peaks over 700,000). This migratory route is extremely hazardous due to natural (e.g., arid and hot desert regions) and human made barriers as well as border enforcement practices tied to socio-political and geopolitical pressures. Also, reflecting the national interdependency of public health and human services needs, during the most recent five year period surveyed the migratory flow between the US and Mexico has equaled that of the flow of Mexico to the US--both around 1.4 million persons. Of particular public health concern, within the US-Mexico region of both nations there is among the highest disparities in income, education, infrastructure and access to health care--factors within the World Health Organization’s conceptualization of the Social Determinants of Health, and among the highest rates of chronic disease. For instance obesity and diabetes rates in this region are among the highest of those monitored in the world, with adult population estimates of the former over 40% and estimates in some population sub-groups for the latter over 20%. The publications reflected in this Research Topic, all reviewed from experts in the field, addressed many of the public health issues in the US Mexico Border Health Commission’s Healthy Border 2020 objectives. Those objectives-- broad public health goals used to guide a diverse range of government, research and community-based stakeholders--include Non Communicable Diseases (including adult and childhood obesity-related ones; cancer), Infectious Diseases (e.g., tuberculosis; HIV; emerging diseases--particularly mosquito borne illnesses), Maternal and Child Health, Mental Health Disorders, and Motor Vehicle Accidents. Other relevant public health issues affecting this region, for example environmental health, binational health services coordination (e.g., immunization), the impact of migration throughout the Americas and globally in this region, health issues related to the physical climate, access to quality health care, discrimination/mistreatment and well-being, acculturative/immigration stress, violence, substance use/abuse, oral health, respiratory disease, and well-being from a social determinants of health framework, are critical areas addressed in these publications or for future research. Each of these Research Topic publications presented applied solutions (e.g., new programs, technology or infrastructure) and/or public health policy recommendations relevant to each public health challenge addressed.

Book excerpt: My wife Tatyana, daughter Mariya, son Alexandr It is well known that the mixed-mode conditions appear when the direction of the applied loading does not coincide with the orthogonal K,-Kn-Km space. In general, in the industrial practice the mixed-mode fracture and the mixed-mode crack growth are more likely to be considered the rule than the exception. Miller et al. considers that cracks can grow due to a mixture of processes (ductile and brittle), mechanisms (static, fatigue, creep) and loading modes (tension, torsion, biax ial/multiaxial). Additionally mixed-mode crack-extension can be affected by many other considerations such as artifact geometry (thin plates, thick shells, and the size, shape and orientation of the defect), environmental effects (temperature, gaseous and liquid surroundings), material state (crystallographic structure, heat treatment and route of manufacture) and stress conditions (out-of-phase and ran dom loading effects). The main feature of the mixed-mode fracture is that the crack growth would no longer take place in a self-similar manner and does not follow a universal trajec tory that is it will grow on a curvilinear path. There are various fracture criteria, which predict the behavior of cracks in brittle and ductile materials loaded in combined modes. Linear elastic fracture mechanics (LEFM) criteria predict basi cally the same direction for crack propagation. Cracks in brittle materials have been shown to propagate normal to the maximum tangential stress. In ductile ma terials yielding occurs at the crack tip and LEFM is no longer applicable.
