Book excerpt: This study examines the ways in which large-scale migration and rapid economic change have fueled separatism and ethnic conflict in Papua. It presents an analysis of recent census data showing that three quarters of a million migrants from other parts of Indonesia have resettled in the territory since 1970 either through official transmigration programs or as unsponsored economic migrants. Based on this analysis, the study illustrates how rapid modernization and demographic change have resulted in the displacement and dislocation of Papua?s indigenous population, provoking Papuan resentment and demands for independence. But rapid social change has not only spurred ethnonationalist mobilization; it has also generated ethnic and tribal tensions within Papua. Growing competition for land and resources between settlers and Papuans has given rise to persistent social conflict in Papua. The threat now looms that this social conflict could trigger a larger outbreak of communal and ethnic violence as in neighboring areas. So far Papua has proved relatively resistant to efforts to foment widespread conflict. It remains unclear, however, whether the government can address the deep-seated sense of Papuan resentment leading to alienation and conflict. It could do so by reversing many of its divisive policies and redoubling its efforts to bring services to remote indigenous communities. In the absence of such initiatives, continuing inflows of migrants into the province may well overwhelm the mechanisms for social management that have so far kept conflict from spiraling out of control.This is the thirteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: The Great Recession, institutional dysfunction, a growing divide between urban and rural prospects, and failed efforts to effectively address immigration have paved the way for a populist backlash that disrupts the postwar bargain between political elites and citizens. Whether today’s populism represents a corrective to unfair and obsolete policies or a threat to liberal democracy itself remains up for debate. Yet this much is clear: these challenges indict the triumphalism that accompanied liberal democratic consolidation after the collapse of the Soviet Union. To respond to today’s crisis, good leaders must strive for inclusive economic growth while addressing fraught social and cultural issues, including demographic anxiety, with frank attention. Although reforms may stem the populist tide, liberal democratic life will always leave some citizens unsatisfied. This is a permanent source of vulnerability, but liberal democracy will endure so long as citizens believe it is worth fighting for.

Some take it as evidence for skepticism – the view that there are no moral truths. Others, associating moral reasoning with the search for overarching principles and unifying values, see it as the result of error. In the former case, moral reasoning is useless, since values express individual preferences; in the latter, our reasoning process is dramatically at odds with our lived experience. Moral Reasoning in a Pluralistic World takes a different approach, proposing an alternative way of thinking about moral reasoning and progress by showing how diversity and disagreement are compatible with theorizing and justification. Patricia Marino demonstrates that, instead of being evidence for skepticism and error, moral disagreements often arise because we value things pluralistically. This means that although people share multiple values such as fairness, honesty, loyalty, and benevolence, we interpret and prioritize those values in various ways. Given this pluralistic evaluation process, preferences for unified single-principle theories are not justified. Focusing on finding moral compromises, prioritizing conflicting values, and judging consistently from one case to another, Marino elaborates her ideas in terms of real-life dilemmas, arguing that the moral complexity and conflict we so often encounter can be part of fruitful and logical moral reflection. Aiming to draw new connections and bridge the gap between theoretical ethics and applied ethics, Moral Reasoning in a Pluralistic World offers a sophisticated set of philosophical arguments on moral reasoning and pluralism with real world applications.

From ‘Stone-Age’ to ‘Real-Time’ examines the forms of agency, frictions and anxieties the current moment generates in West Papua, where the persistent ‘stone-age’ image meets the practices and ideologies of the ‘real-time’ – a popular expression referring to immediate digital communication. The volume is thus essentially occupied with discourses of time and space and how they inform questions of hierarchy and possibilities for equality. Papuans are increasingly mobile, and seeking to rework inherited ideas, institutions and technologies, while also coming up against palpable limits on what can be imagined or achieved, secured or defended. A casual review of the many secessionist struggles around the world, both violent and peaceful, shows a variety of types. Some, like Catalonia, are pursuing their ends using combinations of electoral capture and civil demonstrations, just as the Spanish government is working to delegitimize these efforts and defeat them in the polls. Regions like Nagorno Karabakh (Artsakh) lack the same institutional connectivity with the larger state of Azerbaijan and are relegated to a de facto (but unrecognized) status where defense, deterrence, and diplomacy are critical. For its part, Azerbaijan invokes its territorial integrity and attempts to deny all forms of recognition to the breakaway region. Other regions from West Papua to Tibet are faced with the hard choice between civil resistance and the use of violence, and their states are keen to suppress their efforts and hide them from the world. What features are common across all of these examples, and how do they differ? This volume synthesizes a number of theories and theoretical approaches that purport to explain the strategies of secession and counter-secession. This is an important topic. Apart from the many legal and cartographical issues that attend secessionist activity, the potential for conflict is a very real concern. Estimates put the share of civil wars driven by secessionism at about 50%. Firstly, and according to Barbara Walter, secessionism is the chief source of violence in the world today. Secondly, secessionism is destabilizing because, at the least, it presents a direct challenge to existing political systems. Yet surprisingly, the strategic interaction between states and secessionists is an area in which we have incomplete understanding.
