Book excerpt: This book provides photographic documentation of the houses on five plotland sites in Shepperton. 27 small colour photographs document Hamhaugh Island in 2004. There are then 14 full page photos of views across the Thames showing the riverside dwelling on the other bank. In addition there are 21 full page photographs of the plotland chalets in close-up view. Two of these are panoramas across a two page spread. A short section to finish has photographs of riverside chalets further downstream at Sunbury, Hampton and Eel Pie Island in Twickenham. Finally, there is a photograph of author JG Ballard's semi-detached brick house in Shepperton. The 'footnotes' that run along the bottom of the pages under the photographs are a river of words which are intended to reflect deeper significance into the images floating above them. This is the second collection of colour photographs in a series that will illustrate the Plotlands of the UK in a way that does not seem to have been attempted before. It is hoped that this will provide the basis for a renewed debate on this method of providing first homes for working class people.

The book shows the evolution of these colourful wooden houses over the last few decades in a series of over 70 colour photographs that show their distinctive attraction and value as a form of housing. This is a focused study that takes the case of the 'plotland' housing phenomena in the UK and perhaps for the first time gives a range of photographic evidence that is put into a developmental context by the interview with local architect Owen Short. The Plotlands were the subject of a chapter in my book The Conspiracy of Good Taste that showed how this way of producing housing for the people was repressed in favour of a financialised 'brick and mortar' model which had the life-long mortgage at its core. This book allows the colourful aesthetics of this housing to be put to the foreground with an implicit argument in favour of this approach, which can be started with minimal costs and can adapt and grow with the circumstances of the occupants.

Key issues identified include the need: to ensure the planning system is more responsive to the market whilst delivering sustainable development; to ensure the appropriate use of land and to better manage the growing demand for development land; to streamline the planning system to increase certainty, reduce complexity and costs; to enhance the speed and quality of local authority decision-making; and to improve the appeals system to reduce delays. Recommendations include: the introduction of a new system for dealing with major infrastructure projects, based around national Statements of Strategic Objectives, and with a new independent Planning Commission to determine applications; the promotion of a positive planning culture within the plan-led system so that applications should be approved unless there is good reason to believe that the environmental, social or economic costs will exceed respective benefits; encouraging planning bodies to review their green belt boundaries to promote sustainable new development beyond towns and cities; and removal of the need for minor commercial developments that have little wider impact to require planning permission.
