Book excerpt: Recent disease events such as SARS, H1N1 and avian influenza, and haemorrhagic fevers have focussed policy and public concern as never before on epidemics and so-called 'emerging infectious diseases'. Understanding and responding to these often unpredictable events have become major challenges for local, national and international bodies. All too often, responses can become restricted by implicit assumptions about who or what is to blame that may not capture the dynamics and uncertainties at play in the multi-scale interactions of people, animals and microbes. As a result, policies intended to forestall epidemics may fail, and may even further threaten health, livelihoods and human rights. The book takes a unique approach by focusing on how different policy-makers, scientists, and local populations construct alternative narratives-accounts of the causes and appropriate responses to outbreaks- about epidemics at the global, national and local level. The contrast between emergency-oriented, top-down responses to what are perceived as potentially global outbreaks and longer-term approaches to diseases, such as AIDS, which may now be considered endemic, is highlighted. Case studies-on avian influenza, SARS, obesity, H1N1 influenza, HIV/AIDS, tuberculosis, and haemorrhagic fevers-cover a broad historical, geographical and biological range. As this book explores, it is often the most vulnerable members of a population-the poor, the social excluded and the already ill-who are likely to suffer most from epidemic diseases. At the same time, they may be less likely to benefit from responses that may be designed from a global perspective that neglects social, ecological and political conditions on the ground. This book aims to bring the focus back to these marginal populations to reveal the often unintended consequences of current policy responses to epidemics. Important implications emerge - for how epidemics are thought about and represented; for how surveillance and response is designed; and for whose knowledge and perspectives should be included. The case studies included in this volume show that the impacts of short-term renting on neighbourhoods, residents and tourism operators are uneven, but increasingly significant. During the past decade, digital platforms for short-term rental, transport, social dining etc., have enabled the development of a new generation of entrepreneurs in tourism and mobility. The mediation of services through digital platforms was initially presented as a form of a sharing economy led by non-professional providers, but it has grown into a new form of capitalist speculation. The inadequacy of existing legal frameworks in regulating platform-mediated activities has generated reactions by social movements, especially for the protection of housing rights. With the outbreak of Covid-19, the downfall in the mobility and tourism economy has revealed the acuteness of the structural crisis of cities and of labour based on platform-mediated activities. In Europe, networks of cities are taking action against platforms to regain their control over data that is needed to regulate platform-mediated tourism services, and the rights of residents in tourism cities. The authors in this edited volume explore issues of social justice in terms of residents’ quality of life, working conditions, the housing market, urban structure, the morality of operators who navigate through normative loopholes, and the responsibility issues of platform companies holding data on short-term rentals. The chapters in this book were originally published in the Journal of Sustainable Tourism.

Book excerpt: Commons governance is complex and polycentric, involving a range of actors, working at different scales with different concepts of ‘development’, and different types of power. Multi-stakeholder platforms (MSPs) have generated considerable attention as a way to address these tensions among multiple and overlapping decision-making centers operating on different administrative levels and scales. Yet establishing MSPs that effectively involve both community, government, and private sector actors is far from straightforward. This paper analyzes the Indian NGO Foundation for Ecological Security’s (FES) experience of strengthening polycentric governance through case studies of two MSPs in Gujarat and Odisha, at the block (subdistrict) level—a meso-level encompassing multiple communities situated around a commons landscape (hill range or small rivulet). By comparing local environments, institutional arrangements, stakeholder interactions, governance processes and the evolution of MSPs in the two states, it distills lessons on the tangible and intangible benefits of multi-stakeholder engagement, scale, and enabling conditions. We argue that the groundwork carried to build community level collective action supports effective polycentric governance of resources on the landscape level, especially through block-level MSPs that facilitate inter-community collaboration and learning, strengthening local voices and building trust between stakeholders over time. The cases also highlight that MSPs can evolve in different ways as the various actors interact and aim to influence the agenda. External actors like NGOs thus play an important role as facilitators and through mobilizing communities to help them claim their agency.
