Book excerpt: As urbanization continues, and even accelerates, scientists estimate that by 2015 the world will have up to 60 ‘megacities’ – urban areas with more than five million inhabitants. With the irresistible economic attractions of urban centers, particularly in developing countries, making the influx of citizens unstoppable, many of humankind’s coming social, economic and political dramas will be played out in megacities. This book shows how geographers and Earth scientists are contributing to a better understanding of megacities. The contributors analyze the impact of socio-economic and political activities on environmental change and vice versa, and identify solutions to the worst problems. They propose ways of improving the management of megacities and achieving a greater degree of sustainability in their development. The goals, of wise use of human and natural resources, risk reduction (both social and environmental) and quality of life enhancement, are agreed upon. But, as this text proves, the means of achieving these ends are varied. Hence, chapters cover an array of topics, from health management in Indian megacities, to planning in New York, to transport solutions for the chronically traffic-choked Bangkok. Authors cover the impact of climate change on megacities, as well as less tangible issues such as socio-political fragmentation in the urban areas of Rio de Janeiro. This exploration of some of the most crucial issues that we face as a species sets out research that is of the utmost importance, with the potential to contribute substantially to global justice and peace – and thereby prosperity.

In the last 30 years, São Paulo has become a more heterogeneous and less unequal city. Contrary to some expectations, the recent economic transformations did not produce social polarization, and the localized processes of spaces production (and the plural is increasingly important) are more and more key to define their respective growth patterns, social conditions, forms of housing production, service availability and urban precariousness. In other dimensions, however, inequalities remain present and strong and certain disadvantaged areas have changed little and are still marked by strong social inequalities. The metropolis remains heavily segregated in terms of race and class, in a clear hierarchical structure. The book shows that it is necessary to escape from dual and polarity interpretations. This did not lead to the complete disappearance of a crudely radial and concentric structure (not only due to geographic path dependence), but superposes other elements over it, leading to more complexes and continuous patterns. A general summary of these elements could perhaps be stated as pointing to greater social/spatial heterogeneity, accompanied by smaller, but reconfigured inequalities.

Book excerpt: This book explores the involvement of nineteen women in an emancipatory literacy program conducted under the administration of Paulo Freire in Sao Paulo, Brazil. The study presents the classroom experiences of these women and the psychological, cognitive, and behavioral changes they undergo over a three-year period. Their low limited acquisition of literacy and their limited reading and writing practices are explored in the context of their circumscribed environment of poverty, living in families and societies that place definite boundaries and expectations regarding the everyday tasks they must perform. The analysis of the women's individual experiences is linked to a political and structural inquiry into the grassroots groups and the political party implementing the literacy program. In this way, contradictions, ambiguities, and antagonisms within and among social forces regarding literacy for social change are made transparent. Literacy acquisition is shown to be a process fraught with multiple exogenous demands that distance these women from the constant exposure to print required for literacy competence.

"Steering the Metropolis: Metropolitan Governance for Sustainable Urban Development,” encompasses the reflections of thought and practice leaders on the underlying premises for governing metropolitan space, sectoral adaptations of those premises, and dynamic applications in a wide variety of contexts. Those reflections are structured into three sections. Section 1 discusses the conceptual underpinnings of metropolitan governance, analyzing why political, technical, and administrative arrangements at this level of government are needed. Section 2 deepens the discussion by addressing specific sectoral themes of mobility, land use planning, environmental management, and economic production, as well as crosscutting topics of metropolitan governance finance, and monitoring and evaluation. Section 3 tests the concepts and their sectoral adaptations against the practice, with cases from Africa, America, Asia, and Europe.

The failure of public authorities to meet their ambitious aspirations for the sporting mega-events sparked a series of street protests across the country under the banner of ‘the right to the city’, beginning in 2013. For Brazil, this was an entirely new phenomenon, one which has unveiled the potential for bottom-up influences to effect urban change. People do not only write history, they also produce spaces. And just like history retroacts on social development processes, space forms society. A socially segregated society is controlled through space. The place of residence of a person already determines a big part of its fixed opportunities and conditions. Also, the living location is already suggested by the social class of a person within a capitalist structured society. Those socio-spatial structures lead to an unjust distribution of all kinds of goods, such as the access to basic living conditions, public services, infrastructure, education and work, and psychologically or socially defined restricted spaces. Injustices therefore can only be cured by changing their spatial manifestations. As Brazil is one of the economically uprising and promising BRIC countries, its development involves chances and risks. If unjust conditions remain, its long-term advancement is rather unlikely. The changes within the country are especially visible and present in its principal metropolis: São Paulo. In order to analyze its present situation in terms of spatially produced social (in)justices, some questions must be answered: How is spatial justice produced and by which processes? How are those processes integrated in Brazil s urbanization development? Which effects does it have on the urban structure of São Paulo? And finally: Which socio-spatial development tendencies do the actual public policies and their realization within the metropolis suggest? In the following, I will outline a theoretical base of the term spatial justice, the development of Brazil - and in this context the effects on São Paulo s urbanization -with respect to its economy, politics, society, history, and especially urbanization in order to analyze São Paulo s socio-spatial development and present situation in a multidimensional context. Applying Henri Lefèbvre s, David Harvey s, and Edward Soja s theories on spatial justice on the public policies of the metropolis since the City Statute of 2001 - a major change in Brazil s urban politics -, I will look into their conformance with the necessary production conditions of spaces of justice. Book excerpt: How does the state separate music from noise? How can such filtering apparatus shape the content and form of sound production in the city? As a marker of co-presence to the hearing body, sound is always open to (or rather opens up) the politics of shared existence. In the throes of the post-dictatorship period, Brazil's legislative and executive branches implemented a series of sweeping measures to address quality of life concerns, including environmental pollution and urban inequality. In São Paulo, noise control became a recurrent controversy, growing in size and scale between the 1990s and 2010s. Together with the much-debated fear of crime and the socioeconomic and cultural tensions between the rich urban center and the poor peripheries, such ecological agendas against noise as a harmful pollutant have reconfigured the presence of environmental sounds in the city. In this book, Cardoso argues that the framing of specific sounds as unavoidable, unnecessary, or as harmful "noise" has been an effective strategy to organize spaces and administer group behavior in this rapidly expanding city. He focuses on two interrelated processes. First, the series of institutional regulatory mechanisms that turn sounds into the all-embracing "noise" susceptible to state intervention. Second, the constant attempts of interested groups in either attaching or detaching specific sounds (musical events, industrial noise, traffic noise, religious sounds, etc.) from regulatory scrutiny. Sound-politics is the dynamics that emerges from both processes - the channels through which sounds enter (and leave) the sphere of state regulation.
