As Alamira Reem puts it, Abu Dhabi, capital of the United Arab Emirates since 1971, ‘has been quietly devising its own plans ... to manifest its role and stature as a capital city’. Alamira Reem, a native Abu Dhabian and urban planner and researcher who has studied the emirate’s development for more than a decade, is uniquely placed to write its urban history. Following the introduction and description of Abu Dhabi’s early modern history, she focuses on three distinct periods dating from the discovery of oil in 1960, and coinciding with periods in power of the three rulers since then: Sheikh Shakhbut bin Sultan Al Nahyan (1960–1966), Sheikh Zayed bin Sultan Al Nahyan (1966–2004), and Sheikh Khalifa bin Zayed Al Nahyan (2004–). Based on archival research, key interviews and spatial mapping, she analyses the different approaches of each ruler to development; investigates the role of planning consultants, architects, developers, construction companies and government agencies; examines the emergence of comprehensive development plans and the policies underlying them; and assesses the effects of these many and varied influences on Abu Dhabi’s development. She concludes that, while much still needs to be done, Abu Dhabi’s progress towards becoming a global, sustainable city provides lessons for cities elsewhere.

Domestic changes since 2000 have significantly altered the country's dynamics, firmly cementing power within Abu Dhabi. While Khalifa bin Zayed succeeded his father as emir of Abu Dhabi and UAE president in 2004, the Emirates' evolution has largely been accredited to Abu Dhabi's crown prince, Mohammed bin Zayed. His reign has been characterized by the rise of the security apparatus and a micromanaged approach to governance. Mohammed bin Zayed's strategy of fortification has focused on pre-empting threats from the UAE's native population, rather than from expatriates or foreign actors. As a result, he has consolidated power, distributing its administration among his tribal and kinship allies. In essence, Mohammed bin Zayed has driven modernization in order to strengthen his grasp on power. Book excerpt: With very few exceptions, industrial development has been central to the process of structural transformation which characterises economic development. Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.
