Book excerpt: In the past few years several manuals dealing with project planning for the developing countries have been published. One may therefore ask why another study on this subject has been written. The answer is that the manuals, in my opinion, do not deal adequately with the income distribution aspects of projects. This study was written to demonstrate how traditional project plan ning criteria can be expanded to include income distribution considerations. Part I of the study (Chapters I through 6) discusses conventional project planning criteria. Chapter I serves as an introduction by reviewing some of the broader principles of the analysis. Chapters 2 and 3 examine in detail the valuation of benefits and costs, paying particular attention to the problems that arise in making such valuations in developing countries. While Chapter 4 is concerned with the rules to be followed for maximizing the net benefits of a single project, Chapter 5 reviews the techniques for maximizing the net benefits of a series of projects. Chapter 6 deals with a number of different topics, ranging from the practical problems posed by linkages and externalities to an examin ation of the usefulness of international lending agencies and problems related to divergencies from situations of internal and external balance. Part II is concerned with income distribution, and begins in Chapter 7 with a review of the concept of a social welfare function.

Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

Book excerpt: The Global Investment Competitiveness Report 2019-2020 provides novel analytical insights, empirical evidence, and actionable recommendations for governments seeking to enhance investor confidence in times of uncertainty. The report's findings and policy recommendations are organized around "3 ICs" - they provide guidance to governments on how to increase investments' contributions to their country's development, enhance investor confidence, and foster their economies' investment competitiveness. The report presents results of a new survey of more than 2,400 business executives representing FDI in 10 large developing countries: Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria, Thailand, Turkey, and Vietnam. The results show that over half of surveyed foreign businesses have already been adversely affected by policy uncertainty, experiencing a decrease in employment, firm productivity, or investment. Foreign investors report that supporting political environments, stable macroeconomic conditions, and conducive regulatory regimes are their top three investment decision factors. Moreover, the report's new global database of regulatory risk shows that predictability and transparency increase investor confidence and FDI flows. The report also assesses the impact of FD! on poverty, inequality, employment, and firm performance using evidence from various countries. It shows that FDI in developing countries yields benefits to their firms and citizens-including more and better-paid jobs-but governments need to be vigilant about possible adverse consequences on income distribution. The report is organized in S chapters: Chapter 1 presents the results of the foreign investor survey. Chapter 2 explores the differential performance and development impact of greenfield FDI, local firms acquired by multinational corporations {i.e. brownfield FDI), and domestically-owned firms using evidence from six countries. Chapter 3 assesses the impact of FDI on poverty, inequality, employment and wages, using case study evidence from Ethiopia, Turkey and Vietnam. Chapter 4 presents a new framework to measure FDI regulatory risk that is linked to specific legal and regulatory measures. Chapter S focuses on factors for increasing the effectiveness of investment promotion agencies.

Between 1950 and 1980 alone, the per capita income gap between low-income and industrialized countries grew from $3,677 to $9,648. In addition, within the developing nations themselves, an ever-widening gap separates the rich from the poor. Other evidence suggests that middle-income countries may be gaining on the rich countries. Some research shows that the gap in education and health is narrowing rather rapidly, and studies of domestic inequality have revealed that growth with equity has occurred in a number of developing nations that have committed themselves to such a policy. This volume presents the evidence for both sides of the debate. It begins by stating the conventional wisdom–that international and internal gaps are widening–and goes on to examine the major explanations offered, which focus on culture, urban bias, dependency, and world-system analysis. The book then presents empirical studies on the existence and causes of the gap, as well as key case studies that challenge the conventional wisdom. Unique in its objectivity, this text does not seek to serve either side of the debate, but instead draws upon the best research in the field to highlight major issues and to present studies that have subjected the differing perspectives to rigorous empirical analysis.
