Book excerpt: OBJECTIVES: Planning and Development Department (P&D) of the NWFP Govt. with the capacity to develop a strategy and action plan for the training and employment of rural women and to implement them effectively in selected districts. FINDINGS: Project demonstrated that an approach can be developed to train rural women for income-generating activities. It also established a capacity in participating line depts. to use it although funds are needed for feasibility studies, training and equipment. Implementation was hampered by the weakness of the counterpart agency, staff turnover in the Women's Cell and the low status accorded to it by the P&D. The women responded well and are keen to continue the activities, especially sericulture and book-keeping. However, they need access to credit if the objective of income generation is to be fully realised. RECOMMENDS: Strengthening the Women's Cell by addressing high staff turnover and low status; encouraging the inclusion of WID issues in all aspects of P&D and line dept. planning and urging P&D to provide necessary funding and ensure that guidelines are issued; testing the approach in rural areas with limited infrastructure and facilities and a higher incidence of illiteracy; and reinforcing it during Phase 2 by including a credit component. LESSONS LEARNED: The approach developed by the project has proved an important planning tool at all levels. It comprised a general survey of national development priorities; surveys identifying specific income-earning activities acceptable to women, identification and review of resource agencies and facilities for training and follow-up; awareness-raising at village and district levels and among women in new areas; and the organisation of trained women into associations of specific income-generating activities to promote sustainability.
