The design, implementation, and management of formalized innovation districts is a new practice area. Research draws upon the experience of concentrated areas of innovation that occurred organically, such as Boston’s Route 128, as well as intentional projects to bring together innovators in large science and technology parks, such as North Carolina’s Research Triangle Park. Existing research focuses on how to define and design innovation districts and evaluate their impact, as well as general policy considerations. In this paper, we review the definitions and benefits of an innovation district, reviewing the existing empirical research on their impacts. We then propose a series of questions to guide practitioners in addressing the economic, physical, social, and governance elements of an innovation district. Finally, we outline some of the challenges in creating an innovation district and ways to measure progress, to allow practitioners to get ahead of potential issues in the future. This paper is intended to help policymakers and practitioners working in innovation and economic development translate the concepts of innovation ecosystems into actionable next steps for planning innovation districts in their communities.

Book excerpt: Innovation districts are being implemented as urban regeneration strategies in cities as diverse as Barcelona (Spain), Boston (Massachusetts), Chattanooga (Tennessee), Detroit (Michigan), Medellín (Colombia), and Montréal (Canada). Little however, is known about the concept. This paper aims to provide a framework to define innovation districts. The research methodology is based on a qualitative approach using 22@ Barcelona as single case study. 22@ Barcelona was the first planned innovation district and has been a model for the innovation districts of Medellín (Colombia) and Boston (Massachusetts) among others. The paper finds that innovation districts based on the 22@ Barcelona's model are designed around four strategic axes, namely urban planning, productive, collaborative, and creative, all coordinated under a strong leadership. An innovation district is a place-based urban development strategy that aims to regenerate an under-performing downtown neighborhood into a desirable location for innovative and creative companies and workers.

Proposed by city planning departments around the world, they aim to adopt this methodology to promote the growth of knowledge-based industries and, at the same time, improve the interaction and collaboration between the innovation industry and the city. In this paper, the author explores the relationship between cities and innovation districts across multiple scales, taking Shenzhen and its typical innovation districts as the research subject. Through site investigation and comparative analysis with the innovation districts in San Francisco, the author identifies the key issues and challenges in designing innovation districts in China's context. In addition, the author also proposes design strategies at both the urban design level and architectural design level to improve the functionality and adaptability of them. The findings provide insights for addressing the challenges faced by innovation districts in Shenzhen, China.

Book excerpt: This thesis analyzes the spatial dimensions of an urban high-tech cluster in the changing socio-economic landscape of American cities. Using Kendall Square as the primary case study, I analyzed the spatial qualities and characteristics that define an urban high-tech cluster and provide recommendations for how future "innovation districts" should be developed. My in depth study of the built form of Kendall Square reveals that workplaces for the high-tech industry have extended beyond the conventional office setting to include both retail and public spaces: such as cafes, restaurants; and streets, sidewalks, plazas, and open spaces. I label these emerging workplaces as "Third Places" and further emphasize that Third Places are critical catalyst to the success of innovation districts. Through my findings, I argue that urban high-tech clusters will develop from old urban areas, rather than from newly-born districts, and that such clusters will be concentrated within a walking distance of one or two transit stops, not extending beyond what could be described as a "district." Furthermore, my findings indicate that successful innovation districts are likely to develop spontaneously by incremental private real estate developments, rather than from the urban renewal era's approach of masterplanning. Comparison of the existing development projects in Kendall Square also revealed that an ideal form of innovation district is a mixed-use neighborhood that could accommodate living, working, and playing activities of everyday life. As a result of my investigation, I provide some policy and design recommendations on how to establish innovation districts. For physical spaces, I offer basic principles of designing urban spaces in a way that could stimulate social interaction, chance encounters and interfirm collaboration, which will contribute to the innovation ecosystem of a place.
