Internal frontiers are losing some of their key functions but there are many responses to the new situation, as a case study of French frontiers abundantly illustrates. An examination of the EU external frontier shows that the EU is acquiring some state-like features, but the eastern frontier provides abundant evidence of the external frontier's complexity. The authors conclude that the increasing openness of national frontiers will continue, but their effective abolition, whether by European integration or through 'globalization', is improbable.

Book excerpt: In 1999 (August 30 September 2) the Pan African Anthropological Association (PAAA) marked the 10th anniversary of its creation by holding its 9th Annual Conference in Yaounde, Cameroon the city and country of its birth. The conference, themed The Anthropology of Africa: Challenges for the 21st Century, was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three chapters divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. Yet, this prominence has led to a variety of policy models across countries and even within countries, as different levels of government have adapted to new challenges by refining or transforming pre-existing institutions and crafting new policy tools. Small Nations, High Ambitions investigates the roots of such policy diversity at the “subnational” level, offering in-depth accounts of the evolution of Quebec’s and Scotland’s policy strategies in the entrepreneurial finance sector and venture capital more specifically. As compared to other regions and provinces in the United Kingdom and Canada, Quebec and Scottish venture capital ecosystems rely on a high degree of state intervention, either direct (through public investment funds) or indirect (through government-backed, hybrid, or tax-advantaged funds). These two regions can thus be described as “sponsor states,” heavily involved in the strategic backing of innovative businesses. Whereas most of the literature on venture capital has focused on economic variables to explain variations in policy models, this book seeks to explain policy divergence in Quebec and Scotland through political and ideological lenses. Its main argument is that the development of venture capital ecosystems in these regions was underpinned by Québécois and Scottish nationalisms, which induced preferences for policy asymmetry and state intervention.

In some cases, Muslim women have fought for and won new rights to political participation, reproductive health, and education. In others, their agendas have been stymied. Yet missing from this discussion, until now, has been a systematic examination of how civil society groups mobilize to promote women’s rights and how multiple components of the state negotiate such legislation. In Bargaining for Women’s Rights, Alice J. Kang argues that reform is more likely to happen when the struggle arises from within. Focusing on how a law on gender quotas and a United Nations treaty on ending discrimination against women passed in Niger while family law reform and an African Union protocol on women’s rights did not, Kang shows how local women’s associations are uniquely positioned to translate global concepts of democracy and human rights into concrete policy proposals. And yet, drawing on numerous interviews with women’s rights activists as well as Islamists and politicians, she reveals that the former are not the only ones who care about the regulation of gender relations. Providing a solid analytic framework for understanding conflict over women’s rights policies without stereotyping Muslims, Bargaining for Women’s Rights demonstrates that, contrary to conventional wisdom, Islam does not have a uniformly negative effect on the prospects of such legislation.
