Resistance to one or more pesticides has been documented in more than 440 species of insects and mites. Resistance in vectors of human dise8se, particularly malaria-transmit ting mosquitoes, is a serious threat to public health in many nations. Agricultural productivity is jeopardized because of widespread resistance in crop and livestock pests. Serious resistance problems are also evident in pests of the urban environ ment, most notably cockroaches. Better understanding of pesticide resistance is needed to devise techniques for managing resistance (Le. , slowing, preventing, or reversing development of resistance in pests and promoting it in beneficial natural enemies). At the same time, resistance is a dramatic example of evolution. Knowledge of resistance can thus provide fundamental insights into evolution, genetics, physiology, and ecology. Resistance management can help to reduce the harmful effects of pesticides by decreasing rates of pesticide use and prolonging the efficacy of environmentally safe pesticides. In response to resistance problems, the concentration or frequency of pesticide applications is often increased. Effective resistance management would reduce this type of increased pesticide use. Improved monitoring of resis tance would also decrease the number of ineffective pesticide applications that are made when a resistance problem exists but has not been diagnosed. Resistance often leads to replacement of one pesticide with another that is more expensive and less compatible with alternative controls.

Development programs and global agribusiness promote genetically modified seeds and organic certification as a path toward more sustainable cotton production, but these solutions mask a complex web of economic, social, political, and ecological issues that may have consequences as dire as death. In Cultivating Knowledge anthropologist Andrew Flachs shows how rural farmers come to plant genetically modified or certified organic cotton, sometimes during moments of agrarian crisis. Interweaving ethnographic detail, discussions of ecological knowledge, and deep history, Flachs uncovers the unintended consequences of new technologies, which offer great benefits to some—but at others’ expense. Flachs shows that farmers do not make simple cost-benefit analyses when evaluating new technologies and options. However, the authors of this report make it clear that sustaining a supply of effective and affordable antibiotics cannot be without changes to the incentives facing patients, physicians, hospitals, insurers, and pharmaceutical manufacturers. In fact, increasing resistance to these drugs is already exacting a terrible price. Every day in the United States, approximately 172 men, women, and children die from infections caused by antibiotic-resistant bacteria in hospitals alone. Beyond those deaths, antibiotic resistance is costing billions of dollars through prolonged hospital stays and the need for doctors to resort to ever more costly drugs to use as substitute treatments. Extending the Cure presents the problem of antibiotic resistance as a conflict between individual decision makers and their short-term interest and the interest of society as a whole, in both present and future: The effort that doctors make to please each patient by prescribing a drug when it might not be properly indicated, poor monitoring of discharged patients to ensure that they do not transmit drug-resistant pathogens to other persons, excesses in the marketing of new antibiotics, and the broad overuse of antibiotics all contribute to the development and spread of antibiotic-resistant bacteria. The book explores a range of policy options that would encourage patients, health care providers, and managed care organizations to serve as more responsible stewards of existing antibiotics as well as proposals that would give pharmaceutical firms greater incentives to develop new antibiotics and avoid overselling. If the problem continues unaddressed, antibiotic resistance has the potential to derail the health care system and return us to a world where people of all ages routinely die from simple infections. As a basis for future research and a spur to a critically important dialogue, Extending the Cure is a fundamental first step in addressing this public health crisis. Book excerpt: Integrated control of pests was practiced early in this century, well before anyone thought to call it "integrated control" or, still later, "integrated pest management" (IPM), which is the subject of this book by Mary Louise Flint and the late Robert van den Bosch. USDA entomologists W. D. Hunter and B. R. Coad recommended the same principles in 1923, for example, for the control of boll weevil on cotton in the United States. In that program, selected pest-tolerant varieties of cotton and residue destruction were the primary means of control, with insecticides consid ered supplementary and to be used only when a measured incidence of weevil damage occurred. Likewise, plant pathologists had also developed disease management programs incorporating varietal selection and cul tural procedures, along with minimal use of the early fungicides, such as Bordeaux mixture. These and other methods were practiced well before modern chemical control technology had developed. Use of chemical pesticides expanded greatly in this century, at first slowly and then, following the launching of DDT as a broadly successful insecticide, with rapidly increasing momentum. In 1979, the President's Council on Environmental Quality reported that production of synthetic organic pesticides had increased from less than half a million pounds in 1951 to about 1.4 billion pounds-or about 3000 times as much-in 1977.

These changes have been stimulated by the broad-based concern for a quality environment, by the hazard of intensified pest damage to our food and fiber production systems, by the inadequacies and spiraling costs of conventional crop protection programs, by the toxicological hazards of unwise pesticide usage, and by the negative interactions of independent and often narrowly based crop protection practices. During this period, the return to ecological approaches in crop protection was widely accepted, first within entomology and ultimately within the other crop protection and related disciplines. Integrated pest management is fast becoming accepted as the rubric describing a crop pro tection system that integrates methodologies across all crop protection dis ciplines in a fashion that is compatible with the crop production system. Much has been written and spoken about "integrated control" and "pest management," but to date no treatise has been devoted to the concept of "in tegrated pest management" in the broadened context as described above. Most of the manuscripts in this volume were developed from papers presented in a symposium at the annual meeting of the American Association for the Ad vancement of Science held in San Francisco in February, 1974. In arranging that symposium, the editors involved plant pathologists, entomologists, and weed scientists.

Book excerpt: The first premise of this book is that farmers need access to options for improving their situation. In agricultural terms, these options might be manage ment alternatives or different crops to grow, that can stabilize or increase household income, that reduce soil degradation and dependence on off-farm inputs, or that exploit local market opportunities. Farmers need a facilitating environment, in which affordable credit is available if needed, in which policies are conducive to judicious management of natural resources, and in which costs and prices of production are stable. Another key ingredient of this facilitating environment is information: an understanding of which options are viable, how these operate at the farm level, and what their impact may be on the things that farmers perceive as being important. The second premise is that systems analysis and simulation have an impor tant role to play in fostering this understanding of options, traditional field experimentation being time-consuming and costly. This book summarizes the activities of the International Benchmark Sites Network for Agrotechnology Transfer (IBSNAT) project, an international initiative funded by the United States Agency for International Development (USAID). IBSNAT was an attempt to demonstrate the effectiveness of understanding options through systems analysis and simulation for the ultimate benefit of farm households in the tropics and subtropics. The idea for the book was first suggested at one of the last IBSNAT group meetings held at the University of Hawaii in 1993.
