The country s medium-term goals are focused on alleviating poverty, consolidating democracy, and achieving national unity while respecting diversity. This report contributes substantively to the Government s vision on Strategy for Growth and Employment, putting human development and employment at center stage. Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."

Afin de conforter la place des armées dans la Nation et rester en phase avec les évolutions technologiques et sociétales, l’appareil de formation doit aujourd’hui poursuivre son ouverture vers les institutions civiles, tout en gardant ce qui constitue son ADN : développer chez ces hommes et femmes le sens de l’engagement au service des autres et du dépassement de soi. Les propositions des rapporteurs sont les suivantes : – augmenter, dans les écoles d’officiers, la proportion de places offertes aux étudiants ayant déjà accompli un premier parcours universitaire ; – encourager les grandes écoles militaires à décloisonner leurs cursus pour tendre vers des modèles d’écoles uniques, assorties d’un insigne commun ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans un autre établissement d’enseignement supérieur et accueillir, dans le même temps, une plus grande proportion d’étudiants issus de ces établissements ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans une académie militaire étrangère et accueillir, dans le même temps, une plus grande proportion de cadets issus de ces établissements ; – encourager les écoles militaires à adopter un statut d’établissement public à caractère scientifique, culturel et professionnel (EPSCP) ; – favoriser la création, dans chacune des armées, d’écoles à destination des élèves en situation d’échec scolaire, en y consacrant des moyens spécifiques ; – doter au plus vite les armées d’un outil complet de connaissance des coûts de l’appareil de formation ; – définir une méthodologie, commune aux trois armées, permettant de préparer et de développer des partenariats de formation avec les industriels ; – amplifier la féminisation des effectifs des cadres des écoles et des centres de recrutement pour promouvoir la mixité des choix de carrière des femmes.

This book is clearly part of this type of approach. Starting from a current state of play on the issues and controversies raised by curricular and competency-based approaches (Chapters 1 and 2), this book aims at presenting new theoretical frameworks, allowing to account for the processes implied by the implementation of these pedagogical innovations and, in particular, those which, at the very heart of the skills mobilized, promote a "responsibility" dimension. Based on a developmental approach to individual and collective competencies and their evaluation (Chapters 3, 4 and 5), it attempts to show how this approach can mobilize educational practices on strong societal issues, such as "sustainable development "(Chapter 5). Lastly, it aims to provide theoretical and practical benchmarks to help engage educational teams and institutions in these innovative and responsible approaches by providing a coherent framework for doing so (Chapters 6, 7 and 8).

Book excerpt: This volume continues to build on the relationship between the Research in Management Consulting series and the intervener-researchers at the Socio-Economic Institute for Firms and Organizations (ISEOR) in Ecully, France, extending that partnership to our recent work with the French Foundation for Management Education (FNEGE), a foundation dedicated to closing the gap between the teaching and practice of management in France. As part of the Foundation’s multifaceted activities—which range from seminars and an advanced training initiative for French doctoral students to joint programs with international organizations an associations—FNEGE partnered with ISEOR to sponsor a series of workshops on developing high quality intervention-research. This volume is one of the results from that endeavor. Although intervention-research helps to uncover valuable insight into organizational dynamics and performance, the challenge of capturing and disseminating that insight to both academics and practitioners is entrenched in the rigor-relevance debate. While we are witnessing increased calls for “actionable knowledge,” this ideal, unfortunately, remains a rather elusive concept as critics contend either that rigorous academic research falls well-short of relevance to the practitioner world or research that proves to be valuable to practitioners falls short of the rigor expected in academic life. This volume is intended to help bridge that divide. Drawing on the FNEGE-ISEOR intervention-research workshop, the volume contains 18 chapters that explore the intervention-research process, from initial conceptualization, to implementation, to publication. The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses. Book excerpt: Information Program grantee Consumers International has released the results of a global survey designed to expose the obstacles consumers face in gaining access to education and cultural materials. The survey was conducted in 13 languages, covering 15,000 consumers across 24 countries. The survey found that "The biggest barriers that consumers face in accessing copyright works are those created by copyright law. Even so, consumers around the world will choose original copyright works over pirated copies, provided that they are available at an affordable price." While borrowing from libraries and other cultural institutions provided a viable alternative for some consumers priced out of original copyrighted works, the survey found that, particularly in developing countries, "access to libraries is limited and the works they carry are few." Although the authors of the survey saw "copyleft" initiatives like Open Educational Resources and Free and Open Source Software as great ways to help consumers vault access barriers, they concluded that governments needed to act "to address consumers' needs for lower cost original materials to buy, borrow and access online."
