This collection of eight original essays proposes a revisionist perspective on poverty and its relief in the nineteenth-century city, emphasizing the position of women and children and the importance of charity and welfare in their lives. Historians have tended to focus on the motives and achievements of the benefactors and institutions, in part because donors left behind such rich documentation. These essays, taking their cue from recent trends in the social sciences, address charity "from below," as experienced from the point of view of the recipients, and challenge assumptions about the "marginality" and "dependency" of the poor. The authors find that the demand for charity was constant, that the forms in which it was offered rarely matched the forms in which it was needed, that the poor used considerable ingenuity in adapting both the gifts and themselves to meet their needs, and that their attitudes toward charity often were not what either donors or historians have believed. The Uses of Charity is a valuable resource for students and scholars of history, anthropology, sociology, and women's studies.

Civil society took on the responsibility for confronting the adverse effects of industrialism, and transnational discussions of poverty, urbanization, and women’s work, and sympathy provided a means of understanding and debating social reform. While philanthropic institutions left a transactional record of money and materials, philanthropic discourse yielded a rich corpus of writing that represented, rationalized, and shaped these rapidly industrializing societies, drawing on and informing other modernizing discourses including religion, economics, and social science. Showing the fundamentally transatlantic nature of this discourse from 1850 to 1920, the authors gather a wide variety of literary sources that crossed national and colonial borders within the Anglo-American range of influence. Through manifestos, fundraising tracts, novels, letters, and pamphlets, they piece together the intellectual world where philanthropists reasoned through their efforts and redefined the public sector.

It describes also the role of religion, private philanthropy and the government, child welfare legislation, and child science. «By ceaselessly observing their behaviour and character, by correcting the bad habits, weaknesses and impulses they exhibit, and by developing and reinforcing the positive properties and characteristics they possess», so founders of one of these homes described their will to change the child. From the perspective of enlightened philanthropy, which was based on optimistic views on the child and mankind, change meant betterment. To Evangelical philanthropists, who held pessimistic views on the child and mankind based on the dogma of original sin, change meant atonement and salvation. In child pathology - the science developed at the end of the nineteenth century which studied problem children - change meant diagnostics and therapy.

Yet the ways in which children were positioned to see themselves as people who could and should help - in whatever forms that assistance might take - are crucial to understanding how children and childhood were conceptualised in the past. This book uses children's print culture to examine the relationship between children and charitable institutions in the nineteenth and early twentieth centuries and to foreground children's active roles. She researches historical and contemporary children's literature, with a particular focus on children's periodicals and representations of gender. The author focuses initially on the impact of religion on the lives of women and argues that the development of convents in the nineteenth century inhibited the involvement of lay Catholic women in charity work. She goes on to claim that sectarianism dominated women's philanthropic activity, and also analyses the work of women in areas of moral concern, such as prostitution and prison work. The book concludes that the most progressive developments in the care of the poor were brought about by non-conformist women, and a number of women involved in reformist organisations were later to become pioneers in the cause of suffrage. This study makes an important contribution both to Irish history and to our knowledge of women's lives and experiences in the nineteenth century.
