Book excerpt: This study presents the changing situation of the Roma in the 2nd half of the 20th century. The authors examine the effects of the policies of the Hungarian state towards minorities by analyzing legal regulations, policy documents, archival sources and sociological surveys. The book offers theoretical background to one of the most burning issues in east Europe. In the first phase (1945-61), the authors show the efforts of forced assimilation by the communist state. The second phase (1961-89) began with the party resolution denying nationality status to the Roma. The prevailing thought was that Gypsy culture was a culture of poverty that must be eliminated. Forced assimilation through labor activities continued. In the 1970s Roma intellectuals began an emancipatory movement, and its legacy can still be felt. Although the third phase (1989-2010) brought about some freedoms and rights for the Roma - with large sums spent on various Roma-related programs. Despite these efforts, the situation on the ground did not improve. Segregation and marginalization continues, and is rampant. ÿ

This empirical study of gyűlöletbeszéd, or "hate speech," in Hungary documents competing meanings of the term, the interpretive strategies used to generate those competing meanings, and the parallel moral systems that inspire political actors to question their opponents’ interpretations. In contrast to most existing treatments of the subject, Boromisza-Habashi’s argument does not rely on pre-existing definitions of "hate speech." Instead, he uses a combination of ethnographic and discourse analytic methods to map existing meanings and provide insight into the sociocultural life of those meanings in a troubled political environment.

She shows that over centuries “Gypsies” came to be associated with criminality, lack of education, and backwardness. The second notion, of proud, empowered, and educated “Roma,” is a more recent development. By identifying five historical phases—pre-modern, early-modern, early and “ripe” communism, and neomodern nation-building—the book captures crucial legacies that deepen social divisions and normalize the constructed group images. The analysis of the state-managed Roma identity project in the brief korenizatsija program for the integration of non-Russian nationalities into the Soviet civil service in the 1920s is particularly revealing, while the critique of contemporary endeavors is a valuable resource for policy makers and civic activists alike. The top-down view is complemented with the bottom-up attention to everyday Roma voices. Book excerpt: Terrortimes, Terrorscapes: Continuities of Space, Time, and Memory in Twentieth-Century War and Genocide investigates interconnections between space and violence throughout the twentieth century, and how such connections informed collective memory. The interdisciplinary volume shows how entangled notions of time and space amplified by memory narratives led to continuities of violence across different conflicts creating “terrortimes” and “terrorscapes” in their wake. The volume examines such continuities of violence with the help of an analytical framework built around different themes. Its first part, spatial and temporal continuities of violence, looks at contested spaces and ideas of national, ethnic, or religious homogeneity that are often at the heart of prolonged conflicts. The second part, on states and actors, addresses the role of states as enablers of violence, asymmetric power dynamics, and the connection between imperialism and genocide in Africa. Imagination and emotion—the focus of the third part—explores utopian visions and their limits that instigate or hinder, and the mobilization of emotion through propaganda. Finally, the fourth part shows how the recollection of the past sometimes triggers new terrortimes. Departing from an understanding of violence limited to certain areas and time frames, this volume describes continuities of violence as overlapping fabrics woven together from notions of space, time, and memory.

With the collapse of the Soviet Union, memory in Ukraine was released, creating alternate visions of the past, new national heroes, and new victims.
