Known as the age of democracy, the nineteenth century witnessed the extension of the franchise and the rise of party politics. As Daniel Carpenter shows, however, democracy in America emerged not merely through elections and parties, but through the transformation of an ancient political tool: the petition. A statement of grievance accompanied by a list of signatures, the petition afforded women and men excluded from formal politics the chance to make their voices heard and to reshape the landscape of political possibility. Democracy by Petition traces the explosion and expansion of petitioning across the North American continent. Indigenous tribes in Canada, free Blacks from Boston to the British West Indies, Irish canal workers in Indiana, and Hispanic settlers in territorial New Mexico all used petitions to make claims on those in power. Petitions facilitated the extension of suffrage, the decline of feudal land tenure, and advances in liberty for women, African Americans, and Indigenous peoples. Even where petitioners failed in their immediate aims, their campaigns advanced democracy by setting agendas, recruiting people into political causes, and fostering aspirations of equality. Far more than periodic elections, petitions provided an everyday current of communication between officeholders and the people. The coming of democracy in America owes much to the unprecedented energy with which the petition was employed in the antebellum period. By uncovering this neglected yet vital strand of nineteenth-century life, Democracy by Petition will forever change how we understand our political history.

In the face of considerable animosity from Church and State, the patrons of alehouses, who were drawn from a wide cross section of village society, fought for and won a central place in their communities for an institution that they cherished as a vital facilitator of what they termed "good fellowship". For them, sharing a drink in the alehouse was fundamental to the formation of social bonds, to the expression of their identity, and to the definition of communities, allegiances and friendships. Bringing together social and cultural history approaches, this book draws on a wide range of source material - from legal records and diary evidence to printed drinking songs - to investigate battles over alehouse licensing and the regulation of drinking; the political views and allegiances that ordinary men and women expressed from the alebench; the meanings and values that drinking rituals and practices held for contemporaries; and the social networks and collective identities expressed through the choice of drinking companions. Focusing on an institution and a social practice at the heart of everyday life in early modern England, this book allows us to see some of the ways in which ordinary men and women responded to historical processes such as religious change and state formation, and just as importantly reveals how they shaped their own communities and collective identities. A petition used to be a humble means of asking a favour, but in the early modern period, petitioning became more assertive and participative. This book shows how this contrasted to ordinary petitioning, often to the consternation of authorities. By evaluating petitioning practices in Scotland, England and Denmark, the book traces the boundaries between ordinary and adversarial petitioning and shows how non-elites could become involved in politics through petitioning. Also observed are the responses of authorities to participative petitions, including the suppression or forgetting of unwelcome petitions and consequent struggles to establish petitioning as a right rather than a privilege. Together the chapters in this book indicate the significance of collective petitioning in articulating early modern public opinion and shaping contemporary ideas about opinion at large. The chapters in this book were originally published in the journal Parliaments, Estates & Representation.

But despite its social and political importance, the institution of mazalim, the so called "Investigation of Complaints," has still not been subjected to adequate investigation, neither its normative regulations and regional settings, nor the petitions themselves, as a source for political, economic, social and administrative history, the petitioning system in pre-modern and modern Iran being no exception. In contrast to royal decrees or official historiography, these petitions reflect complaints of people from all social strata, men and women, farmers, religious people and state officials, urban and rural population, including nomads. The petitions thus express the perspective of common people, their desires and grievances about tax collectors and governors, about the malfunctioning of the legal system and the royal administration. This book is based on a sample of petitions which were submitted to Nasir al-Din Shah between 1301/1883 and 1303/1886 and contains the texts of a selection of these petitions pertaining to the year 1301/1883-1884 as well as their classification and an analysis of the role and functioning of this institution.

Book excerpt: The origin of political modernity has long been tied to the Western history of protest and revolution, the currents of which many believe sparked popular dissent worldwide. Reviewing nearly one thousand instances of protest in China from the eighteenth to the early-nineteenth centuries, Ho-fung Hung charts an evolution of Chinese dissent that stands apart from Western trends. Hung samples from mid-Qing petitions and humble plaints to the emperor. He revisits rallies, riots, market strikes, and other forms of contention rarely considered in previous studies. Drawing on new world history, which accommodates parallels and divergences between political-economic and cultural developments East and West, Hung shows how the centralization of political power and an expanding market, coupled with a persistent Confucianist orthodoxy, shaped protesters' strategies and appeals in Qing China. This unique form of mid-Qing protest combined a quest for justice and autonomy with a filial-loyal respect for the imperial center, and Hung's careful research ties this distinct characteristic to popular protest in China today. As Hung makes clear, the nature of these protests prove late imperial China was anything but a stagnant and tranquil empire before the West cracked it open. In fact, the origins of modern popular politics in China predate the 1911 Revolution. Hung's work ultimately establishes a framework others can use to compare popular protest among different cultural fabrics. His book fundamentally recasts the evolution of such acts worldwide.

Ninety-five percent of the native population signed the petition, causing the annexation treaty to fail in the U.S. Senate. This event was unknown to many contemporary Hawaiians until Noenoe K. Silva rediscovered the petition in the process of researching this book. With few exceptions, histories of Hawai'i have been based exclusively on English-language sources. They have not taken into account the thousands of pages of newspapers, books, and letters written in the mother tongue of native Hawaiians. By rigorously analyzing many of these documents, Silva fills a crucial gap in the historical record. In so doing, she refutes the long-held idea that native Hawaiians passively accepted the erosion of their culture and loss of their nation, showing that they actively resisted political, economic, linguistic, and cultural domination.
