Book excerpt: This book argues that inequality of basic freedoms—economic, political, sociocultural—is a central cause of fragility and challenge to job creation in fragile geopolitical situations. It is based on extensive official data and stakeholder interactions in the conflict-ridden Indian border state of Jammu and Kashmir, and involves a case study research methodology. This is the first book which invokes the philosophical perspective of freedom to analyze two of the most pressing challenges of our time—fragility and job creation—and, as such, makes a fundamental contribution to both strands of academic and policy literature. From this perspective, development in the sense of freedoms—particularly the enhancement of human agency through jobs—should be a central strategy in tackling fragility. Most literature on Indian Kashmir has been emotional or political in nature, lacking the serious yet interesting multidisciplinary focus presented here—which is a historical assessment of Kashmir’s political economy, economic indices, employment patterns, challenges of infrastructure and human capital. Ending with a set of long-, medium- and immediate-term policy recommendations to address the challenge of jobs in the state, this is the only book on Indian Kashmir which is at once philosophical, social-scientific and policy-oriented in nature. It is the only state in the Union of India which negotiated the terms of its membership with the Union. The state acceded to India under ‘unique circumstances’ and the ‘unique problems’ existing within the state require a ‘unique solution’. One such problem is the impact of Article 370 on its capable economy. Kashmir’s tourism is an under developed sector which nevertheless fuels its economy. It is abundantly rich in natural resources including fertile lands, rivers, and various other resources which otherwise would have contributed towards a flourishing economy. Despite this, the economy of the state has not been able to grow at an expected pace. The authors argue that it is because of the presence of Article 370 and the resulting socio political conditions, the economy is in a sorry state. The constitutional provision giving special status ensures that no outsider can buy land or start any business, which makes it difficult to invest in the state. Also, the provision gives a limited space to the central government in the economic domain and in consequence to pool substantial resources for consolidating the economy. The authors’ idea is to bring forth how this politico-legal provision has shaped the economy of the state and how the functioning is to be changed for a better future.

Young populations across the world are generally seen as drivers of socio-economic growth, but in Kashmir, the youth bulge is a problem. Unemployed youths destabilize the economy by being used to create mayhem by the anti-social elements in the region. Underdevelopment and unemployment in Jammu & Kashmir is the manifestation of a mismatch between physical and human resources. This exists when a large segment of the working age population does not possess the appropriate skills and knowledge to be gainfully employed. In addition, lackadaisical and imprudent policies pursued by subsequent governments are the major challenge. A radical shift in its policies, especially in the education sector, is an absolute prerequisite for the birth of a capable workforce. The remedy lies in revamping the education sector by crafting appropriate policies for suitable skills in line with the socio-economic requirements of the society. The book argues the government must think about a long-term plan for unemployed youth and devise a policy to channel the youth bulge constructively.
