Coupled with the ongoing terrorism and insurgency challenges from both radical religious extremists and also ethno-nationalist insurgencies, it is clear that some parts of Asia remain mired in armed rebellion despite decades of nation-building. While the situation in Afghanistan and Pakistan has obviously deteriorated, there is also a growing terrorist challenge, on top of armed insurgencies, in other parts of Asia. A common theme in armed rebellions in the region has been the lack of legitimacy of the state and the presence of fundamental causes stemming from political, economic or social grievances. Addressing rebellion in the region thus requires a comprehensive approach involving transnational co-operation, addressing fundamental grievances, and also the use of more innovative approaches, such as religious rehabilitation and reconciliation programmes.

Book excerpt: In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.

Book excerpt: Croatian Radical Separatism and Diaspora Terrorism During the Cold War examines one of the most active but least remembered groups of terrorists of the Cold War: radical anti-Yugoslav Croatian separatists. Operating in countries as widely dispersed as Sweden, Australia, Argentina, West Germany, and the United States, Croatian extremists were responsible for scores of bombings, numerous attempted and successful assassinations, two guerilla incursions into socialist Yugoslavia, and two airplane hijackings during the height of the Cold War. In Australia alone, Croatian separatists carried out no less than sixty-five significant acts of violence in one ten-year period. Diaspora Croats developed one of the most far-reaching terrorist networks of the Cold War and, in total, committed on average one act of terror every five weeks worldwide between 1962 and 1980. Tokić focuses on the social and political factors that radicalized certain segments of the Croatian diaspora population during the Cold War and the conditions that led them to embrace terrorism as an acceptable form of political expression. At its core, this book is concerned with the discourses and practices of radicalization—the ways in which both individuals and groups who engage in terrorism construct a particular image of the world to justify their actions. Drawing on exhaustive evidence from seventeen archives in ten countries on three continents—including diplomatic communiqués, political pamphlets and manifestos, manuals on bomb-making, transcripts of police interrogations of terror suspects, and personal letters among terrorists—Tokić tells the comprehensive story of one of the Cold War’s most compelling global political movements.

Ideologies and organizational patterns are seen as the main comparative advantages of such groups in an asymmetrical confrontation at all levels, from the local to the global. Resolution of the key issues of the armed conflict is seen as essential, but this is not sufficient to undermine the foundations of terrorism generated by that conflict, unless the structural capabilities of militant groups are fully disrupted and the role of extremist ideologies in driving their terrorist activities is neutralized. With its central focus on Islamist terrorism, the book argues that the quasi-religious, supra-national ideology of violent Islamism, especially in its most ambitious transnational forms, cannot be effectively counterbalanced at the ideological level either by Western democratic secularism or by the use of moderate versions of Islam itself. The author concludes that unless transnational violent Islamism is, first, 'nationalized' and, second, transformed in organizational terms through its being coopted into a more regular political process, it is unlikely to become amenable to persuasion or any external influence, let alone to be destroyed by the repression on which it thrives. The study also proposes an original typology of terrorism based on the overall level of a militant group's goals and the extent to which its terrorist activities are linked to a broader armed conflict.
