Book excerpt: Since June 1984, under CNO Study Directive 5223 and subsequent guidance from the Deputy Chief of Naval Operations (Plans, Policy and Operations, OP-06), the Center for Naval Analyses has been examining current issues and future prospects in the Western Alliance. The aim is to better inform U.S. Navy policy initiatives and long-range planning for the European theater, by helping to define the planning environments, opportunities, and limitations the Navy may have to face in the decade ahead. While affairs of the Alliance are of prominent interest, the examination has not been confined to NATO per se. On the theory that politics among nations begin with politics and related developments within nations, the study has also considered influences on, and frames of reference for, the evolution of national defense policies in individual Alliance member countries. This research memorandum, part of a series of CNA papers on future directions of the Western Alliance, is concerned with these national policies. This particular report looks at six European allies in terms of their own defense aspirations, domestic constraints, and policy choices in the late 1980s and early 1990s. The focus is on those key factors most likely to influence the security priorities and postures of each of the six. The six are France, Britain, Germany, Italy, Greece, and Spain. Book excerpt: The key to guiding the future development of the Army is to devise a methodology that will allow us to develop a leap ahead or revolutionary strategy for combat development rather than the current evolutionary process. By using models we can generate plausible alternative futures with enough detail that they can be used to create future scenarios. Combat simulations can be used to develop r obust conceptual forces and doctrines in the context of the future scenarios, and allow us to analyze and refine the capabilities needed to field, flight, and sustain those forces. The essential element is understanding exactly what we want to be able to do in the future, not in predetermining how or with what technology it will be accomplished. Through an examination of the desired future capabilities we can devise matrices that can be used to lay out a structure and strategy for identifying key pervasive and enabling technologies and disciplines and their immediate military application. The matrices can also indicate where technology and disciplines should be 'pushed' or research initiated for the greatest future leverage in combat capability.

Futures of War is designed to give readers a comprehensive view of the future international security environment and policymakers a firm foundation for future defense planning. Author Sam J. Tangredi analyzes the perspectives of federal agencies, military services, war colleges, NGOs, public committees, think-tanks, and individual experts, to fashion a consensus assessment of the future of American national security in the years 2010-2035. His approach is completely unique in the highly individualistic field of futures research. Forty studies are evaluated using representative source content analysis to develop points of agreement or divergence, which in turn are subjected to validation by almost 400 other expert sources. Dissenting sources are identified for every point of agreement in order to ensure alternative viewpoints are heard. Both (or more) sides of the points of divergence are evaluated. Additionally, wild cards and unlikely events are detailed in order to determine the need for hedging strategies and to avoid the potential hazard of group-think among defense planners. The final product is a baseline planning scenario and hedging strategies. The book also discusses the varying techniques of futures analysis and the practical limits to the use of future research in policymaking. As concerns the study of the future security environment, Futures of War proves through its consensus technique that the whole can truly be greater than the sum of its parts.

Most of the world’s leading companies are making massive investments in it. Governments are scrambling to catch up. Every single one of us who uses Google Search or any of the new digital assistants on our smartphones has witnessed first-hand how quickly these developments now go. Many analysts foresee truly disruptive changes in education, employment, health, knowledge generation, mobility, etc. But what will AI mean for defense and security? In a new study HCSS offers a unique perspective on this question. Most studies to date quickly jump from AI to autonomous (mostly weapon) systems. They anticipate future armed forces that mostly resemble today’s armed forces, engaging in fairly similar types of activities with a still primarily industrial-kinetic capability bundle that would increasingly be AI-augmented. The authors of this study argue that AI may have a far more transformational impact on defense and security whereby new incarnations of ‘armed force’ start doing different things in novel ways. The report sketches a much broader option space within which defense and security organizations (DSOs) may wish to invest in successive generations of AI technologies. It suggests that some of the most promising investment opportunities to start generating the sustainable security effects that our polities, societies and economies expect may lie in in the realms of prevention and resilience. Also in those areas any large-scale application of AI will have to result from a preliminary open-minded (on all sides) public debate on its legal, ethical and privacy implications. The authors submit, however, that such a debate would be more fruitful than the current heated discussions about ‘killer drones’ or robots. Finally, the study suggests that the advent of artificial super-intelligence (i.e. AI that is superior across the board to human intelligence), which many experts now put firmly within the longer-term planning horizons of our DSOs, presents us with unprecedented risks but also opportunities that we have to start to explore. The report contains an overview of the role that ‘intelligence’ - the computational part of the ability to achieve goals in the world - has played in defense and security throughout human history; a primer on AI (what it is, where it comes from and where it stands today - in both civilian and military contexts); a discussion of the broad option space for DSOs it opens up; 12 illustrative use cases across that option space; and a set of recommendations for - especially - small- and medium sized defense and security organizations.
