Some of these countries, particularly the ones facing political and economic crises, are still not integrated into the international community. Furthermore, their scientific communities have not been able to seize the opportunities offered to them on the international level. This has often been the consequence of the fact that R&D is not supported by efficient science policies. In addition, many of the SEE countries have not been able to develop modern management approaches in science. As a result, national scientific communities often do not have the support and information that they need to become integral and active players in the international arena. Without modern management strategies, these countries will not be able to use all of their intellectual and other resources, which are an essential part of economic development. This volume provides a comprehensive overview of S&T policies in SEE countries for the first time and brings these countries into comparative perspective with Central European and other EU countries. In addition, the volume contains analysis of several important science policy issues (human resource management, management of quality and finance, peer review and networking); in this respect, the volume will be of interest to a wider audience interested in S&T policy-making in general.

The vision of the EU founding states, epitomized by the Schuman Declaration in 1950, was to tie their economies so closely together that war would become impossible. Robert Schuman, author of the plan, believed Europe could not be made all at once, or according to a single plan. It would have to be built through concrete achievements which first create a de facto solidarity. The countries within the “European Community” benefited enormously from free trade and common economic policies, in particular structural funds designed to foster convergence by funding infrastructure and investments in poorer regions. This book examines how similar transitions and integration into the European Union are experienced in individual central and eastern European states through the use of country scans in the regional blocks of CEE, SEE, and CIS.

The chapters—written by scholars from Italy, Austria, Slovenia, Croatia, Slovakia, Romania, Serbia, Greece and Turkey—cover a wide range of topics including the creation of protected areas, increasing environmental consciousness, the evolution of humanity’s relationship toward the environment, and perceptions of environmentalism by different disciplines. This international approach highlights the region’s complex development from the end of the eighteenth century through the twentieth century, with its unique blend of traditions. Three historically different traditions—the Habsburg, Ottoman and Venetian—converge in Central and South Eastern Europe, and this book emphasizes the subtleties of these sometimes intertwined traditions. The focus of the book varies according to both the different geographical environments characteristic of the region and the protagonists who actively participated in changing relationships toward the environment. However, what does not vary and is common to all the chapters is the historical approach, since the process has continuity, which the book accentuates. A number of papers investigate the printing, gunpowder, guncasting, shipbuilding, metallurgical and drilling technologies while others deal with mapping techniques, the adoption of written calculation and mechanical clocks as well as the use of medical techniques such as pulse taking and electrotherapy. While human mobility played a significant role in the exchange of knowledge, translating European books into local languages helped the introduction of new knowledge in mathematical, physical and natural sciences from central Europe to its periphery and to the Middle East and Asian cultures. The book argues that the process of transmission of knowledge whether theoretical or practical was not a simple and one-way process from the donor to the receiver as it is often admitted, but a multi-dimensional and complex cultural process of selection and transformation where ancient scientific and local traditions and elements. The book explores the issue from a different geopolitical perspective, namely not focusing on a singular recipient and several points of distribution, namely the metropolitan centres of science, medicine, and technology, but on regions that are both recipients and distributors and provides new perspectives based on newly investigated material for historical studies on the cross scientific exchanges between different parts of the world.
