Pressures for change and other challenges continue to confront the system as the Army adjusts to the end of the Cold War. After a discussion of the system's historical development, this study addresses those pressures and challenges. It proposes five criteria which can be used to identify shortcomings or to establish the continued viability of the system in a time of significant change.
