Book excerpt: The specific purpose of this study was to conduct an audit trace of the personnel and training subsystem development of the XMI Abrams Tank System as a case study of the major systems acquisition process. From this case study lessons learned from the XMI experience have been formulated which may be helpful in developing recommendations for improving personnel and training subsystem integration in the Army Life Cycle System Management Model (LCSMM). The scope of the study was restricted to personnel and training issues which occurred between program initiation and ASARC III. Other events in the XMI development process were included only if they had a major impact on personnel and training issues or were required to make the development process comprehensible. (Author).

She uses the Army's experiences with its M1 Abrams tank, as well as other examples, to explain the interaction of complex technology and militaries that seek to control uncertainty. Under some conditions, Demchak demonstrates, complexity in critical machines induces increased complexity in the organizations that use them, and can produce an army different from the one that was intended. Drawing on organization theory and her data, she argues that understanding this interaction will heavily influence whether armed forces reductions, savings, and modernization produce rapid, successful military organizations or lethally unpredictable ones.

Book excerpt: The Integrated Personnel Support (IPS) model outlines the procedures that should be followed during the development of personnel and training subsystems for new materiel systems. This report identifies some of the technological problems that must be solved. These problems or 'technological gaps' were identified during an extensive literature review for, and the subsequent development of, a handbook for TRADOC System Managers (TSM). Most of the technological gaps related to deficiencies in procedures for estimating training and personnel requirements, and for the development of training strategies, during Phase I and II of the Army's Life Cycle System Management Model (LCSMM). Specifically, there was found to be an absence of satisfactory techniques for (a) deducing training and personnel requirements from materiel characteristics; (b) identifying excessive human resources demands stemming from materiel concepts; (c) identifying functions most appropriately performed by equipment, by persons, or by a man-machine combination; (d) generating task analytic data during Phase I of the LCSMM; (e) identifying high-risk training tasks during Phase I of the LCSMM; (f) indicating appropriate training strategies before actual hardware is developed; and (g) describing human resources data/requiements/contraints meaningfully to design engineers.
