Book excerpt: This book deals with personnel management in the area of Research and Development of Japanese large corporations, especially in the electronics industry. In the first two chapters it introduces its historical dimension, first through the history of personnel management and labour relations in general and then through the history of the engineering profession and personnel management of engineers in large companies. In the third chapter it analizes the outcome of case studies carried out by the author in 11 large and giant corporations of the electronics industry through two rounds of interviews performed in 1992 and 1993. In the fourth chapter the author compares personnel management of R&D personnel in Japan, the United States, Great Britain and Germany, taking into account their historical background and their situation in the late eighties and early nineties. The final chapter is dedicated to a theoretical interpretation of engineers personnel management in Japan in the mid-nineties, showing the tendencies originated during the first years of the long economic recession.Luigi Alberto Di Martino is Ph.D. in Economics for Kyoto University. He has been Full Time University Professor in Japan teaching History of Industrial Development, Industrial Sociology and Political Economy. He carried out several research projects, including subjects as personnel management, working conditions and the history of labor relations in Japan and the governance of energy policy and cross-border cooperation in the European Union.

One might only think about the automobile manufacturer Toyota. To perform successful, a company has to maximise profit. In contrast to Western companies, in Japanese companies, profit is maximised by increasing sales and maximising volume by increasing productivity and efficiency. The question that arises is how could the Japanese increase productivity that much? One possible answer is the Japanese management approach. For some time now, the characteristics of Japanese management style have been a popular issue, mainly in Europe and in the United States. Have the qualities and values of society and of individual been a reason for Japanese success? Such issues as the business group, the seniority wage system, the lifetime employment system and the periodic recruitment of new graduates have been examined in diverse ways. A look at the actual operations of Japanese enterprises in Europe and the United States indicates that, there are changes going on concerning Japanese management practices. Japan is an island with almost total ethnic homogeneity, having been unaffected by Western influences for long time. Modern management practices are said to be rooted in the cultural and geographical traditions of the country. Emphasis in recent analysis has been put on how the Japanese management style has arisen and evolved historically, rather than on its typological characteristics. This paper makes the attempt to examine Japanese management characteristics with regard to historical influences, Japanese culture, Japanese social system as well as possible future needs. Cultural and historical heritage will be presented first followed by a summary of Japanese values on which society is based. After that, management practices with regard to traditional and modern approaches are presented. Meanwhile, changes in management practices are examined.

Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized "non-career" civil servants who actually bear a lion's share of administrative burden. The Japanese experience demonstrates not only how steep the price of success can be but also the enduring effects of culture over structure.
