Book Performance Evaluation for Public Enterprises

Download or read book Performance Evaluation for Public Enterprises written by Leroy P. Jones and published by World Bank Publications. This book was released on 1991 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Performance evaluation is not a simple task in private enterprises and it is all the more complicated in public enterprises. This paper emphasizes three main points: (a) a public enterprise must be evaluated; (b) a public enterprise must not be evaluated like a private enterprise; and (c) a public enterprise should be evaluated by starting with private profit and making a series of adjustments to make it fair to the nation and to managers. This paper suggests introducing a signaling system which consists of three major components. The first is a performance evaluation system, in which national goals are translated into explicit enterprise objectives and quantified in a performance criterion. The second is a performance information system, in which actual achievements are monitored. The third is an incentive system, in which the welfare of managers and workers is linked to national welfare by a pecuniary or non-pecuniary bonus system based on achievement of particular target values of the criterion variables. The paper proposes a phased system of implementation stressing how performance evaluation must be the product of an evolutionary process involving both enterprise managers and government supervisors.

Book Making Public Enterprises Work

Download or read book Making Public Enterprises Work written by William T. Muhairwe and published by IWA Publishing. This book was released on 2009-11-15 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public enterprises remain the most dominant medium of service provision in both developing and developed countries. During the 1990s and early 2000s, the outcry about poor performance of public enterprises was overwhelming. Nobody at that time and even now has managed to design a ‘blue print’ solution. And yet, the fact that service provision through public enterprises is here to stay is the blunt truth. In Making Public Enterprises Work - From Despair to Promise: A Turn Around Account, Dr. William Muhairwe, the Managing Director of National Water and Sewerage Corporation of Uganda, discusses the approaches used to turnaround an under-performing state enterprise into a remarkable success story. Drawing on decades of experience, taming ‘struggling’ institutions, Dr. Muhairwe enumerates practical steps taken to make a significant difference in service delivery, for the benefit of any form of enterprise. Combined with facts, simplicity and fun, this book presents a unique account of methods used for constructive engagement and dialogue with donors, government officials, workers, suppliers and, indeed, the public/customers. All chapters are interspersed with tested lessons that any enterprise can benchmark to address its service delivery challenges. It is a great handbook for those involved in re-engineering their businesses. Making Public Enterprises Work contains unique home-grown turnaround reform steps that can help to revamp under-performing enterprises. It is the first book to demonstrate that performance contracts combined with incentives can work wonders in public enterprises. The book discusses how incentive rewards can spread to all levels of staff and encourage wholesome teamwork. It also looks at how enterprises can work without industrial unrest in very difficult conditions. In addition the book demonstrates how public enterprises that have been listed for privatisation can provide alternative restructuring steps. Book Public Industrial Enterprises

Download or read book Public Industrial Enterprises written by Mahmood Ali Ayub and published by . This book was released on 1986 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main purpose of this study is to identify the factors, separate and apart from ownership, which influence the performance of public industrial enterprises. Based on a review of performance of state-owned enterprises in 13 countries, the authors isolate three main factors relating to the business and managerial environment that distinguish successful public enterprises from the poorly performing ones. These include: (i) the degree of competition that public enterprises are exposed to; (ii) the degree of financial autonomy and accountability under which public enterprises operate; and (iii) the extent and manner in which managerial autonomy and accountability are ensured. It is impossible, and perhaps misleading, to assess statistically the individual importance of each of these factors. What is clear from the analysis is that, where these three factors exist as a package, the performance of public enterprises is signficantly better than in those cases where most or all of these factors are non-existent.

Book OCAP 1 2017 Comparative Analysis of the Performance Evaluation Systems of Public Sector Employees

Download or read book OCAP 1 2017 Comparative Analysis of the Performance Evaluation Systems of Public Sector Employees written by Giovanni Valotti and published by EGEA spa. This book was released on 2017-06-09T00:00:00+02:00 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Individual performance evaluation is an ongoing challenge involving both public and private organizations, human resource experts, executives, and employees. As an employee of the United States Office of Personnel Management once said, “if anyone can solve performance evaluation problem, he should be entitled to the Nobel, the Pulitzer and the Heisman in the same year”. In addition, government reforms in the 1980s, commonly referred to as New Public Management, promoted the adoption of performance evaluation in the public sector. These reforms not only had to deal with the typical phenomenon of resistance to the introduction of such systems, but also with the specific constraints found in the public sector (extensive trade union presence, the unique status of civil servants, the type of employment contract, and the need to provide equal employment opportunities). Despite being still widely adopted, performance evaluation systems are often reworked and tweaked and the consequences of such adjustments are never fixed or unequivocal. Thus, the book has two main objectives: firstly, to describe the performance evaluation systems for public sector executives and non-executives working for Central Government in a sample of European countries. Secondly, to identify any relevant common reform trends or any that are particularly innovative for the evaluation of government executives and non-executives.
