He received his PhD in sociology from Northwestern University. LAUREN SARTAIN is a research analyst at UChicago CCSR. She has a BA from the University of Texas at Austin and a MPP from the Irving B. Harris School of Public Policy at the University of Chicago, where she is currently a doctoral student. ELAINE ALLENSWORTH is the Executive Director of UChicago CCSR. She conducts research on factors affecting school improvement and students' educational attainment, including high school graduation, college readiness, curriculum and instruction, and school organization and leadership. RACHEL LEVENSTEIN is the Senior Manager for Survey Research at UChicago CCSR, where she oversees the annual census of roughly 225,000 Chicago Public Schools students, teachers, and principals. She directs all aspects of the survey process, including content design and pretesting, data collection, documentation, item analysis, and tests for response bias. She is also involved in reporting and dissemination of the results to the nearly 700 schools in CPS. Her research specialties include nonresponse and measurement error issues in survey data collection. The University of Chicago Consortium on Chicago School Research (UChicago CCSR) builds the capacity for school reform by conducting research that identifies what matters for student success and school improvement. Created in 1990, UChicago CCSR conducts research of high technical quality that can inform and assess policy and practice in the Chicago Public Schools. UChicago CCSR studies also have informed broader national movements in public education. UChicago CCSR encourages the use of research in policy action and improvement of practice but does not argue for particular policies or programs. Rather, UChicago CCSR helps to build capacity for school reform by identifying what matters for student success and school improvement, creating critical indicators to chart progress, and conducting theory-driven evaluation to identify how programs and policies are working.

Book excerpt: Since the formation of schools, schools have developed ways of understanding discipline and ensuring a safe and orderly environment. Governmental personnel began to influence local school policies beginning in 1989, with United States President Ronald Reagan’s War on Drugs campaign. This led to the creation and development of zero-tolerance policies. School districts implemented zero-tolerance policies, which helped lead to the overrepresentation of discipline outcomes (i.e., punishment) among certain demographics. Following the Critical Race Theory theoretical framework, I interviewed 12 participants to determine their perceptions of discipline policies and the overrepresentation of discipline outcomes in urban settings. My participants included elementary principals and teachers across two large urban school districts across Tennessee. After interviewing 12 participants, I determined two things: elementary school teachers perceived the success of discipline practices and outcomes based on support from their administrators and whether teachers believed schools were considered safe, and elementary school principals perceived successful discipline policies and their role in discipline as their ability to support students during their school career and to give support to teachers so that teachers could support students. From the teachers’ perspective, I determined that teachers viewed successful discipline policies depending on support provided by administrators and a safe environment. From the principals’ perspective, I determined that principals viewed successful discipline policies depending on their ability to support students and to support teachers.

Book excerpt: It is important for school leaders to understand how students who identify as belonging to specific races, ethnicities, or cultures experience school climate. The purpose of this quantitative study was to investigate the perceptions of school leaders on their culturally responsive leadership (CRSL) practices and discipline actions. This study focused on the perceptions of 142 school leaders (Principals and Superintendents) who work in public schools in New York State. The sample consisted of school building and district leaders who work in elementary, middle, and high school settings in urban, suburban, and rural communities. The study was conducted utilizing the Culturally Responsive School Leader (CRSL) Survey, an anonymous self-reporting school building and district leader online survey, to gather information about principal and superintendents' perceptions of their CRSL practices and discipline actions in their schools and districts. This study addressed the need identified by Voight (2013) stating WestEd's research findings suggests that addressing school-climate issues, including the gaps in how different student groups experience school climate, may be an important and complementary strategy for reducing achievement gaps. Furthermore, that nurturing school environments that are safer and supportive for all students, and make all students feel part of a larger community, is an important step toward education equity and a promising step in the direction of closing the racial/ethnic school climate gap.The findings revealed that there was a statistically significant relationship between the role of the school leader (principal or superintendent) and their perceptions of their CRSL practices and discipline actions. Findings were further explained and supported by principals and superintendents' comments on the challenges of implementing CRSL practices and discipline actions in their schools or districts through the open-ended response on the CRSL perception survey. Ultimately, the study serves as a resource to assist the K-12 education leadership community identify where they are on the CRSL practices and discipline actions continuum to follow actionable steps to utilize as a guide to implement in schools district wide as they work towards transformational leadership.

Book excerpt: The disciplinary disparity between Black and White students is an issue that continues to span preschool educational settings up to secondary school. This study examined the adverse effects of the disproportional rate that Black boys receive expulsions and suspensions compared to White students. This study also analyzed the role of the campus leaders in addressing this disparity because though teachers play a part in classroom discipline, the decision of expulsions and suspension lies solely on the campus administrator. Thus, this study investigated administrators’ perceptions of the impact of restorative justice in addressing the rate at which Black boys receive disciplinary infractions on the administrative level. The methodology of this study was a qualitative phenomenological research approach. The study consisted of a survey administered to campus administrators that directly impacted the disciplinary decisions on the campus level. Data were analyzed using the In Vivo coding method which arranged the survey results systematically to classify and categorize the administrator’s perception of disciplinary disparities and the effectiveness of restorative practices. The In Vivo coding method labels categories of phrases stated by the participants (Creswell & Creswell, 2018); thus, the coding process was rooted in the participants’ thoughts and ideas, and the codes were then synthesized to create themes to answer the research questions. Based on the research findings, data showed that campus administrators viewed restorative practices as an effective management tool on their campuses. The data also demonstrated that campus administrators perceive restorative practices as a positive tool in mitigating disciplinary disparities of Black male students through their lived experiences of utilizing restorative practices on their campuses.
