Book excerpt: The growing demand for colleges and universities to be accountable to their publics and the recognition that assessment is of little value without a systematic planning effort have led many institutions to turn to the concept of Total Quality Management (TQM). This pamphlet discusses the process of adapting TQM to a typical community college, a process called Continuous Quality Assurance (CQA), and is divided into six chapters. The first chapter, "Forces for Change in Higher Education," describes the recent calls for accountability and the responses made by higher education to those calls. Chapter 2, "An International Focus on Quality," reviews the TQM theory, its practice in Japan, and emerging trends toward quality in business and industry. "Quality in Higher Education," the third chapter, discusses applications of TQM to higher education and some major differences between business and education, including the absence of profitability in education, increased departmental loyalties in educational institutions, and the lack of a perceived crisis in education. Chapter 4, "Continuous Quality Assurance in a Community College," outlines the philosophical approach behind CQA, while chapter 5, "Assessment and Planning for Continuous Quality Assurance," describes the mechanisms (i.e., databases, alumni follow-up, and effective assessment services) that must be in place to implement CQA. Finally, "Implications of a Quality Focus" highlights the benefits of CQA, including providing evidence of institutional effectiveness, a mechanism for preparing funding proposals, and a vehicle for identifying and setting institutional priorities. Book excerpt: The development of ethical standards by institutions of higher education has been in part a response to real and perceived unethical behaviors on the part of faculty members. Though institutional codes of ethics are not required by North Carolina Community College System colleges, eleven of the 58 colleges have adopted and published codes. This qualitative study examines how those codes are perceived by the Chief Academic Officers (CAO) and fulltime faculty members. The study collected responses through face-to-face interviews with three CAOs and 17 faculty members. The interview questions focused on awareness, understanding, and internalization of the published code of ethics. The structured questions were designed by the author and were based on literature and relevant studies. The creation or adoption of the code of ethics at their respective colleges was in response to internal issues or external pressures. The CAOs in this study had a key role in developing and implementing the code at their respective colleges, but they had not fully maximized employment and integration of the code into the college culture. The findings indicated that faculty and CAOs vary in perceptions of purpose and utility of the code. The findings also reveal that among the faculty participants in this study, there may be a superficial awareness of the code. Health Science faculty member were found to have a strong association with the codes of their professional organizations.

This book explores the concept of essentialism to describe strategies for implementing TQM in community colleges. Chapter 1 examines the history of the TQM movement and reviews experiences of community college practitioners involved in continuous quality initiatives. Chapter 2 discusses management theories and change, TQM's pioneers, and the importance of TQM in community colleges. Chapter 3 explains the two guiding principles of essentialism, constancy of purpose and consumer satisfaction, while chapter 4 reviews the theory's three basic elements: accept regulatory requirements; attend to current customer needs; and anticipate the needs of future customers. Chapter 5 describes four essential elements to create a receptive environment for implementing essentialism, including strategic planning that continuously renews the college mission, environmental planning, leadership, and support for empowered teams and individuals. Chapter 6 describes the use of such traditional TQM tools as flow charts, Pareto charts, and fishbone diagrams, while chapter 7 presents eight new tools, including stairsteps analysis of the number of steps in a given goal; wallpapering, or a physical display of all paperwork necessary in a process on a wall; and the repetitive "why." Chapter 8 examines implementation strategies including teambuilding, project selection, and common pitfalls, while the final chapter summarizes the principles and elements of essentialism and suggests that since few colleges have the human and financial resources necessary to implement a full-blown TQM plan, essentialism provides a viable alternative. Book excerpt: This study examines the impact the perception of IIUM academic staff exerts on the implementation ofTQM principles. It sheds light on the barriers and challenges faced during its implementation in higher education settings while also studying the impact of several demographic variables on TQM practices. The research model was constructed based on the findings of previous studies whereby the theory of Reasoned Action (IRA) is used to determine the behavioural intention of academic staff towards TQM practices depending on their attitudes and subjective norms. A total of 149 questionnaires were collected from IIUM academic staff who were selected through stratified random sampling. After collecting the responses, the entries were coded into IBM SPSS Statistics version 20. The findings of the current study demonstrate that there is a significant relationship between attitude toward implementation ofTQM and intention to implement TQM practices among IIUM academic staff. In addition, the study found that there is no significant relationship between subjective norms and intention. The analysis illustrates that there is no significant differences in the perception ofTQM practices due to the variables of gender, nationality, marital status, work experiences, faculty and job positions with the exception of academic degree which showed significant differences among IIUM academic staff.

The criteria established by the Malcolm Baldridge National Quality Award are used as a tool by which organizations are able to measure the effectiveness of their quality initiatives. Despite TQM's commonality, little empirical research has been conducted to determine how it relates to performance outcomes and quality principles. In this study, a large corporation was examined to assess the relationship between TQM and leadership, teamwork & communication, empowerment, performance culture, rewards & recognition, customer focus, and employee satisfaction and commitment, as measured by an employee opinion survey. In addition, the Baldridge criteria were assessed to determine if category seven, business results, was driven by the first six categories, leadership, strategic planning, customer focus, information & analysis, human resource focus, and process measurement. Although there appears to be almost no relationship between the employee opinion survey's measure of quality principles and those measured by the Baldridge criteria, it was found that the first six categories of the Baldridge do indeed drive the last category, business results.
