Book excerpt: The continued rapid growth of online courses and programs in higher education has brought concerns regarding support services, learning resources, and effectiveness of instruction, as well as how institutions monitor the quality of online programs. These concerns have prompted questions about the effectiveness of instruction and how participants perceive online learning, as well as the methodology of the body of research on online programs and the need for a process by which programs and institutions could be compared by academics or prospective students (Phipps and Meritosis,1999). Unfortunately, these concerns continue to persist (Hannafin, Oliver, Hill, Glazer, & Sharma, 2003; Sherlock & Pike 2004). The need for a process by which online programs may be evaluated and compared provided the impetus for this study, the goals of which were to identify quality indicators specific to community college online programs, and to determine stakeholders' perceived importance of those indicators. A literature review identified common standards and best practices for online courses and programs developed by accrediting organizations and policy groups. The terms best practices, criteria, and standards are used interchangeably in the literature when discussing recommendations regarding practices and policies institutions should adopt for distance learning programs (Twigg, 1999a). Synthesizing these sources yielded five categories: institutional support, curriculum and instruction, faculty support, student support, and evaluation and assessment. A case was made for adding technical support as a sixth category. The items identified through the literature review were used to guide the development of a Delphi study to identify potential indicators. The results of the Delphi Study were then used to create a three-part Stakeholder Survey designed to collect input on perceived levels of importance for each potential indicator using the magnitude estimation technique and validate the results of the Delphi. The stakeholder survey was then distributed to students and faculty, technical support staff, and program administrators participating in online courses offered by a community college system in the Midwest. Participants were also able to recommend indicators not included in the survey, and demographic data was also collected. To refine the results a final survey of a group of distance learning experts, identified through their scholarly research and professional activity, was asked to review the results of the Delphi study and classify each item as a factor, indicator, or other according to definitions provided. Results from this study identify data that an institution might collect when measuring the effectiveness of its online programs and services. Both the factors and indicators represent parameters that may support the examination of how an institution supports its programs, or how programs might compare across institutions. What these factors and indicators do not address is how an institution uses the data it collects on its programs.

Book excerpt: The purpose of this study was to examine college and university leaders’ background in, perceptions of, and experiences with the administration of high-quality online programs and design of online courses. The population of this study included academic leaders at higher education institutions within the state of Texas from 2 and 4-year undergraduate and graduate, public and private, for-profit and not-for-profit institutions that had at least one 100% online program. A quantitative research design was used through the distribution of a survey that contained two parts: part one asked questions related to the background demographics of the leader and their respective institution while part two was a replication of two sections of the Online Learning Consortium’s Scorecard for the Administration of Online Programs. Data were analyzed through multiple methods including descriptive, correlation, and causal comparative statistics. Findings include describing current academic leaders’ and institutions’ background demographics and the perception of online program quality held by academic leaders. Recommendations are provided to institutions looking to improve online program quality or hire an administrator for online programs. Online program quality may be improved by institutions establishing a process for the development/redesign of online courses, establishing course development standards, and requiring faculty to collaborate with instructional designers. By 2030, it is anticipated that California will have a 1.1 million shortage of college-educated workers (Diaz, 2015). The struggle is real for people who want to get into college and for those who are in college trying to complete their higher education degree. As learners progress through the higher education system, various obstacles may happen in their lives to derail and divert their path to degree completion. To fulfill that desire, an increasing number of students are taking online courses and/or participating in online degree programs. The number of students taking online courses has increased for the 13th consecutive year (Allen & Seamans, 2016). This puts tremendous pressure on higher education faculty and administrators to demonstrate that online courses are equal to or better than face-to-face courses in terms of quality and student success due to the scrutiny about the quality of online courses by faculty, students, administrators, accrediting bodies, and legislatures. One of the ways to examine the quality of instruction is to evaluate levels of social, teaching, and cognitive presence in online courses. Using the Community of Inquiry (CoI) framework, this study looked at the perceptions of quality from the student viewpoint. The literature review revealed there is little research that looks at quality through the lens of a student. This is the first study to investigate all three elements of the Community of Inquiry (CoI) framework operationalized through the California State University (CSU) Quality Online Learning and Teaching (QOLT) instrument. The survey instrument measures undergraduate student perceptions of social, teaching, and cognitive presence in addition to accessibility, technology, and user support elements. The data from the 113 participants matriculating at a mid-sized, four-year university indicate that undergraduate students perceived the courses with all three elements of social, teaching, and cognitive presence to be high quality courses. The data from a single undergraduate instructor illustrates the importance of developing student-focused courses with social, teaching, and cognitive presence. Limitations, implications, and areas for future research are presented. Book excerpt: As enrollment in K-12 online courses continues to grow, there is a need to ensure students are enrolled in quality online courses and that online courses provide an educational experience comparable to their face-to-face equivalents. Thus, this study investigated teachers' views of the quality of online courses at state virtual schools. In designing this study, I developed a conceptual model of quality indicators gathered from the K-12 Quality Matters Rubrics, the Community of Inquiry framework, and the research literature. Using a complementarity mixed-methods approach, I invited state virtual school teachers, who also had experience teaching face-to-face courses, to respond to an electronic survey questionnaire consisting of eleven demographic questions, 43 quality indicator questions, ten online and face-to-face comparisons questions, and two open-ended questions. I used findings from five research questions to inform the quality of online courses at state virtual schools. Results of the study suggested about teachers felt one in six state virtual school courses are well-designed and need little improvement. Findings also indicated participants felt most (39 out of 43) quality indicators were present to at least a reasonable degree in most state virtual school courses. Quality indicators less likely to be present included proctored tests and exams, student-student interaction, direct instruction, and items related to continuous improvement. When viewed with respect to curriculum alignment, findings suggested the assignments/activities and assessments in some courses may not be effectively aligned to the learning objectives. While most teacheres felt that student outcomes were equally likely to occur in both online and face-to-face courses, approximately 25% of state virtual school teachers believed students learn more in face-to-face situations. Results also indicated state virtual school teachers perceived online assessments and teachers' responsibilities to be most related to student outcomes in state virtual school courses. State virtual school teachers also offered recommendations to improve the quality of state virtual school courses. Indicators with the greatest number of recommendations related to course assignments/activities, continuous improvement, course interaction, and assessments. Unanticipated findings suggested learner characteristics and mentors may play an even greater role than expected in student success in state virtual school courses.
